NCC tackles A2P messaging challenges in Nigeria

The Nigerian Communications Commission (NCC) has intensified efforts to address challenges in Application-to-Person (A2P) messaging, aiming to curb fraud, improve service quality and enhance user trust in Nigeria’s telecom sector.

A2P messaging is the process of sending mobile messages from a business application to a mobile user, usually via an automated process, for marketing or service reasons.

Also called business SMS or enterprise SMS, A2P enables businesses to automate sending large volumes of messages to facilitate business-critical messages like two-factor authentication, emergency alerts, and appointment reminders – but also more promotional and sales-type messaging.

Instead of someone manually typing out and sending an SMS from their phone, a company uses a programme to automate the process. This allows them to send messages to a large number of people quickly and efficiently.

Nonetheless, the path to simplifying and securing this service entails the introduction of new regulatory frameworks that will address various concerns including spam and data privacy breaches, while fostering a fair and transparent environment for all stakeholders in the A2P messaging ecosystem.

To this end, the NCC recently held a virtual Stakeholders’ Forum to discuss its draft regulatory framework for A2P messaging. The forum provided a platform for industry players, businesses and consumer representatives to provide input on the proposed framework.

In his welcome address, the Executive Vice Chairman and Chief Executive Officer of the Commission, Dr Aminu Maida, represented by Mrs. Chizua Whyte, the acting Head, Legal & Regulatory Services of the NCC, emphasised the critical role of A2P messaging in today’s digital landscape.

“A2P messaging plays a vital role in today’s digital world.

“From bank alerts and healthcare reminders to promotional campaigns and government updates, it drives efficiency, enhances communication, and supports our socio-economic development.”

Maida acknowledged the challenges facing the A2P messaging space in Nigeria, including fraud, spam, and data privacy concerns.

“These gaps have led to issues such as fraud, spam, data privacy concerns, and an unequal distribution of value across the ecosystem,” she explained.“This forum marks a pivotal step toward addressing these challenges”, he added.

The proposed framework aims to create a fair, transparent and secure environment for all stakeholders.

The NCC stressed the importance of inclusivity and collaboration in developing effective regulations.

“At the NCC, we firmly believe that effective regulation stems from inclusivity and collaboration. This forum is an opportunity for all of us operators, aggregators, businesses, service providers, and consumers to engage in meaningful discussions.”

Also speaking at the event, Mrs. Truddy Tony-Awusaku, Assistant Director, Licensing and Authorisation Department, explained that the framework aims to address existing challenges such as revenue leakage, security risks, and market disparities in the current A2P messaging landscape.

“A2P messaging plays a crucial role in modern communication, enabling businesses to reach customers through various channels like notifications, alerts, and marketing campaigns,” stated Tony-Awusaku.

“However, the lack of a unified regulatory framework has led to significant challenges, including revenue leakage and increased security risks.”

She added that the new framework seeks to establish a centralized system for international A2P messaging, ensuring standardized tariffs, fair competition, and enhanced security against spam and fraud.
