TETFund’s research revolution

For years, the story of Nigeria’s tertiary education sector has been told largely through the language of infrastructure, notably, new lecture theatres, laboratories, libraries, hostels and administrative buildings.

But behind many of the transformations is the Tertiary Education Trust Fund (TETFund), the intervention agency supporting public tertiary institutions in Nigeria. But recently, a significant shift was gradually being noticed in the operations of the agency.

The recent conversation around TETFund is gradually moving beyond the number of buildings constructed or the amount of money released to universities, polytechnics and colleges of education to whether the investments could help Nigeria build something far more valuable, specifically, the capacity to generate knowledge, develop home-grown solutions and turn scientific discoveries into products and services that improve lives.

Under its 2025 National Research Fund (NRF) grant cycle, TETFund awarded N7.5 billion to 174 research teams across Nigerian tertiary institutions. Individual grants ranged from N13.69 million to N49.98 million, covering health, agriculture, food security, energy, technology, science and engineering, education, defence and environmental sustainability. The figures are substantial. But the real test is no longer simply how much is allocated. It is what Nigeria gets back.

Moving  from infrastructure to research

TETFund’s interventions remain highly visible in the physical environment of universities and other tertiary institutions. However, infrastructure alone does not create scientific breakthroughs.

A modern laboratory without researchers, consumables, maintenance, electricity and sustained funding can quickly become little more than an expensive room filled with equipment. That might be why the increasing emphasis on research could represent a more consequential phase in TETFund’s evolution.

The N7.5 billion NRF intervention is significant not only because of its size, but also because of the range of national challenges the researchers have been asked to address.

TETFund Executive Secretary, Sonny Echono, has repeatedly stressed the need to move research beyond academic publications towards practical solutions.

At the inauguration of the committee for the 2026 National Research Fair and Exhibition in Abuja, Echono said Nigeria must urgently commercialise research findings to create jobs, boost local manufacturing and accelerate economic growth.

He confirmed that the research fair would bring together researchers, inventors, entrepreneurs, investors and industry players, while efforts were also being made to create a national database of research and development outputs from tertiary institutions.

He insisted that research must begin to deliver economic and social value. “For a country struggling with unemployment, dependence on imported technology and a shortage of locally developed solutions, this shift could be significant.

“It also changes the question Nigerians should ask about TETFund. Rather than simply asking how many projects the Fund has financed, the more important question is what those investments enable Nigerian institutions to discover, develop and produce,” he said.

Fusho’s lassa fever breakthrough

The Federal University of Health Sciences, Otukpo (FUHSO), Benue State, provided a compelling illustration of what the new research focus could mean.

A N250 million TETFund Mega Research Grant to FUHSO supported an extensive investigation into Lassa fever, a disease that continues to pose a major public-health challenge in Nigeria.

Led by Prof. Joseph Okopi, the research involved 1,266 participants in its clinical component, while 392 suspected Lassa fever cases were investigated in Benue and Kogi states.

Among the findings were evidence that bleeding, advanced age and seizures were strong predictors of death among confirmed Lassa fever patients. FUHSO researchers also found indications that rodents beyond the commonly recognised Mastomys natalensis could harbour the virus, while poor housing, leaking roofs, poorly fitted doors, rodent infestation and food contamination emerged as important risk factors.

FUHSO Vice-Chancellor, Prof. Francis Aba Uba,.said the intervention represented more than financial support. “The project helped strengthen laboratory capacity, support field research, built multidisciplinary teams and train young scientists. That distinction is important.

“TETFund did not merely fund a research paper. It helped build institutional capacity around a problem that affects Nigerians.. The significance of the project was underscored when Echono challenged the researchers to move towards the development of Nigeria’s first home-grown Lassa fever vaccine.”

He also indicated that TETFund had promised to engage relevant health agencies to explore how the findings could be translated into practical interventions. “For FUHSO, the project has also strengthened its case for a bigger role in infectious-disease research.”

Meanwhile, the university expressed interest in becoming a National Centre of Excellence for Infectious-Disease Research, using the infrastructure, expertise and experience developed through the project as a foundation.

The university said the Lassa project therefore demonstrated what the emerging TETFund model could look like: funding to laboratory capacity to research to evidence to validation to  policy, and finally to innovation. “The challenge is ensuring that the process does not stop at publication,” the university said.

Bridging the research-to-market gap

Closing the research-to-market gap remains one of the biggest weaknesses in Nigeria’s research ecosystem. Nigerian universities produce research and innovative ideas every year but many of the findings struggle to move from academic journals to patents, products, companies and industrial technologies.

Prof. Andrew Haruna, Secretary-General of the Committee of Vice-Chancellors of Nigerian Universities (CVCN) reportedly urged universities to diversify their sources of research funding, including through international grants, industry partnerships and collaborative research, but the issue goes beyond funding.

It was, however, noted that a researcher could develop a promising technology, but who pays for the prototype? who protects the intellectual property? who connects the researcher with industry? who finances commercialisation? who secures regulatory approval? and who takes the final product to the market? These are the questions Nigeria must answer if its growing research investment is to produce measurable national impact. Some universities are already attempting to change the culture.

At the University of Ibadan, Deputy Vice-Chancellor (Administration), Prof. Peter Olapegba, reportedly urged researchers to pursue entrepreneurship-driven research and focus on societal and industrial needs. He argued that laboratories should be viewed as prototype factories and university departments as innovation hubs.

The University of Jos has also reported some growth in its ability to attract competitive research funding. Its Vice-Chancellor, Prof. Tanko Ishaya, said the institution had increased the number of TETFund research grants it secured and established a project-monitoring committee to ensure that researchers deliver results within approved timelines and budgets.

At Ahmadu Bello University, nine academic staff secured N255 million in TETFund NRF grants in 2023, while five others attracted more than N50 million from other sources. The projects included an AI-based security system to tackle kidnapping and car theft, an AI-based multi-crop planter, a clinical pathway for early-stage breast cancer and locally fabricated radiation-shielding material. Such projects show the potential of competitive research funding when it is linked directly to national problems. But universities cannot do it alone. The private sector must become a stronger partner.

The Abuja Chamber of Commerce and Industry reportedly called for stronger research commercialisation to promote industrial growth, job creation and indigenous innovation.

Similarly, the National Board for Technology Incubation emphasised the importance of mentorship, market access, finance and intellectual-property protection in turning research into viable businesses.

Meanwhile, there’s the need to build bridges between academia and industry (town and gown). The Federal Ministry of Education recently inaugurated the Research, Innovation and Commercialisation Committee (RICC) to address the gap between academic research and industrial application.

The committee include representatives of the Bank of Industry, Manufacturers Association of Nigeria and universities. The Federal Ministry of Education has also announced a N50 million Student Grant Venture Capital Initiative, to be anchored by TETFund in partnership with the Bank of Industry, for student-led enterprises with viable business models.

These initiatives indicate a growing recognition that research funding alone is insufficient. A scientist may discover a technology, but someone must finance the prototype, manufacture it, certify it, distribute it and ultimately create a market for it. That is where industry becomes critical.

From funding to national impact

TETFund’s research investment also has implications for Nigeria’s struggle-to-retain academic and scientific talents. Researchers need more than salaries. They need functioning laboratories, modern equipment, competitive grants, postgraduate researchers and opportunities for international collaboration. Providing such an environment could make Nigerian universities more attractive to scientists and younger academics who might otherwise seek opportunities abroad.

For this reason, research funding should also be seen as an investment in human capital.

Every successful project train researchers, create research teams and builds institutional memory. The long-term objective should be to create universities where young scientists can build careers around serious research rather than merely teaching.

To this end, Nigeria should increasingly ask how many TETFund-funded projects have produced patents, prototypes, technologies, commercial partnerships, policy applications, companies and jobs. There should be a departure from measuring inputs to measuring impact. The question should not simply be:

How much was spent? It should be: What changed because the money was spent?

TETFund has evidently demonstrated that intervention funding can change the physical landscape of Nigerian tertiary institutions. The next challenge is to change what those institutions are capable of producing.  The N7.5 billion research intervention, the FUHSO Lassa fever project, growing research activity at universities such as the University of Jos and ABU, and the emerging push for industry collaboration, all point towards a possible new model. But the final measure of success will not be the size of TETFund’s research budget.

It will be whether patents become products, prototypes become businesses, university research becomes industrial technology, and young scientists find reasons to build their careers in Nigeria.

The N250 million Lassa fever project at FUHSO offers a glimpse of that possibility. A relatively young university received funding, built research capacity, generated new evidence and is now being challenged to think about vaccine development. That is the journey from funding to research, from research to innovation, and from innovation to national impact. For TETFund, that may ultimately be the real breakthrough. Not simply building more laboratories, but ensuring that what happens inside them changes what happens outside them.
