Digital governance and public policy researcher secures top honours at NiTA Awards

In a testament to consistent excellence, Kafayat Ololade Liadi has been named the Most Outstanding Digital Governance and Security Systems Research Professional of the Year at the 10th Nigeria Information Technology Awards ceremony held on 8th December. The achievement makes her a two-time NiTA winner, cementing her position as a leading researcher addressing some of Nigeria’s most pressing governance and security challenges through innovative scholarship.

The award recognizes Liadi’s expanding body of work on digital governance and security systems—research areas that have become increasingly critical as Nigeria and other African nations navigate digital transformation. Her scholarship examines how technology can enhance governance effectiveness while ensuring that digital systems don’t create new security vulnerabilities or governance gaps. This balanced approach reflects a mature understanding of technology as a tool that must be wielded thoughtfully rather than adopted uncritically.

Over the past year, Liadi has published an impressive array of research papers that showcase her evolving expertise. Her work on developing a cross-border security cooperation model addresses Nigeria’s foreign policy response to regional terrorism, offering frameworks that go beyond generic recommendations. Similarly, her research on humanitarian diplomacy in post-conflict recovery in the Sahel examines how Nigeria’s diplomatic resources can be deployed to support stabilization efforts in one of Africa’s most volatile regions.

Her January 2024 publication on conceptualizing governance reform impact models for Nigeria’s peacekeeping missions represents a significant contribution to understanding how peacekeeping can extend beyond conflict management to support governance improvements in post-conflict states. Nigeria’s substantial peacekeeping commitments across Africa make this research particularly relevant, offering frameworks for ensuring these commitments yield long-term governance benefits rather than merely temporary stability.

The soft power dimension of her work has also developed significantly. Her 2024 paper on soft power projection through education and cultural diplomacy examines how Nigeria can advance regional development goals through non-coercive influence. In an era when traditional hard power approaches face increasing limitations, this research offers alternative pathways for Nigerian influence—particularly relevant to digital governance, where norm-setting and capacity-building often matter more than military or economic might.

Liadi’s international academic standing has continued to grow. Her editorial roles now span multiple journals, including Section Editor positions at the International Journal of Advanced Economics, the Gulf Journal of Advance Business Research, and the International Journal of Applied Research in Social Sciences. These appointments involve managing peer review processes, making editorial decisions, and maintaining scholarly standards across diverse fields—from political science to gender studies to economics.

Her peer review work has been consistently recognized. After receiving the Reviewer of the Year award from the International Journal of Applied Research in Social Sciences in 2022, she earned similar recognition from the Gulf Journal of Advance Business Research in 2023 and the Gulf Journal of Education and Social Sciences in 2024. This pattern of recognition across different journals and years indicates sustained excellence in scholarly evaluation.

Professional development has remained a priority. In 2023, she completed the IMS Certification Seminar on Leadership and Management offered by the Institute of Management Specialists in the United Kingdom, subsequently becoming a Fellow of the organization. Her October 2024 fellowship with the Chartered Institute of Information and Strategy Management in Nigeria represents another credential directly relevant to her research on digital governance and security systems, formally recognizing her expertise in information management and strategic planning.

Her conference participation reflects engagement with current policy debates. The January 2024 Lagos Forum on Chinese involvement in Nigeria’s economy enabled her to contribute to discussions on economic partnerships and development cooperation—themes that were present in her earlier research on Nigeria-China relations. Her participation in NIIA’s conference on investing in women to accelerate progress demonstrates engagement with gender equity issues that appear in her editorial work and peer review responsibilities.

What distinguishes Liadi’s research is its systematic approach to complex problems. Rather than offering broad critiques or abstract theorizing, she develops specific models and frameworks—governance reform impact models, security cooperation models, soft power projection frameworks. These tools provide policymakers with structured approaches to evaluating and improving policy outcomes, transforming abstract goals into measurable objectives.

The digital governance focus of this year’s award is particularly timely. Across Africa, governments are implementing digital identification systems, e-governance platforms, and digital service delivery mechanisms. Each of these initiatives raises questions: How can systems be secured against cyber threats? How can digital governance include populations with limited access to technology? How can digital transformation strengthen rather than undermine democratic accountability? Liadi’s research contributes frameworks for addressing these questions.

Nigeria faces interconnected challenges—regional insecurity, economic transformation, digital transition, and governance reform. These challenges don’t exist in isolation; they influence each other in complex ways. Security threats impede economic development. Digital systems create new governance possibilities and vulnerabilities. Regional cooperation requires both diplomatic skill and technological capability. Researchers who can analyze these interconnections while developing practical frameworks for addressing them provide invaluable service.

Kafayat Ololade Liadi’s second NiTA award celebrates precisely this kind of scholarship—research that combines technological sophistication with policy insight, academic rigor with practical relevance, international standards with African contexts.
