Lagos State Government has taken another significant step in its drive to mod nership (PPP) concession agreements aimed at transforming healthcare, digital governance, transport administration and outdoor advertising management.
The agreements, which cut across strategic sectors of the state’s economy, underscore the Babajide Sanwo-Olu administration’s commitment to leveraging private sector expertise and investment to improve public infrastructure, enhance service delivery and accelerate economic growth.
Coordinated by the Office of Public-Private Partnerships in collaboration with the Ministries of Health, Transportation, Justice, Environment and Water Resources, as well as the Motor Vehicle Administration Agency (MVAA), Lagos State Blood Transfusion Committee (LSBTC) and the Lagos State Signage and Advertisement Agency (LASAA), the concession agreements are expected to unlock new investments while delivering more efficient government services to millions of Lagos residents.
Among the flagship projects is the MyLagosApp, an ambitious digital platform envisioned as a one-stop gateway to government services.
Under a 10-year concession agreement, LA Crème Nigeria Limited, with technical support from MTN Nigeria, will finance, design, build, operate, maintain and eventually transfer the platform to the Lagos State Government.
Once deployed, the application will fundamentally change how residents interact with government by integrating multiple services into a single mobile platform.
Citizens will be able to make government payments, obtain real-time traffic updates, access emergency support, retrieve business-related information, explore tourism opportunities and access other essential government services without visiting multiple offices.
The initiative aligns with Lagos’ Smart City agenda and reflects the government’s determination to embrace digital technology in simplifying governance while improving convenience for residents and visitors alike.
The transportation sector is also set for a major digital transformation following the signing of a 20-year concession agreement with Anchor Advisory Partners for the complete automation of the Lagos State Motor Vehicle Administration Agency (MVAA).
The project will digitise virtually every aspect of vehicle administration, including registration, licensing and related regulatory processes through a fully integrated technology platform.
Officials believe the initiative will eliminate bureaucratic bottlenecks, reduce waiting time, improve transparency and strengthen revenue collection.
Motorists are expected to enjoy faster processing of documentation, easier access to services and improved regulatory compliance through the new digital ecosystem.
The initiative is also expected to provide government with more reliable data for planning, enforcement and policy implementation within the transportation sector.
Healthcare remains one of the major beneficiaries of the new PPP agreements.
The state government signed concession agreements with five private partners to establish a modern Blood Screening and Certification System across key public hospitals.
The facilities include Ikorodu General Hospital, Alimosho General Hospital, Lagos State Blood Transfusion Committee/Gbagada General Hospital, Lagos State University Teaching Hospital (LASUTH) and Lagos Island General Hospital.
The project introduces fully automated chemiluminescence technology that meets World Health Organisation (WHO) standards for blood screening.
The new system is expected to significantly improve the safety, quality and reliability of blood transfusion services across the state’s healthcare facilities.
Swiss multinational healthcare giant Roche has been approved as the common Original Equipment Manufacturer responsible for providing diagnostic technology, equipment maintenance and quality assurance for the blood screening programme.
Health experts believe the initiative will strengthen patient safety, reduce the risk of transfusion-transmissible infections and improve confidence in blood donation and transfusion services across Lagos.
The state also expanded private sector participation in public asset management through new concession agreements covering outdoor advertising infrastructure across four major road corridors.
Under the arrangement, Weatherhead will manage assets along Mobolaji Bank Anthony Way;
Vista Media will oversee Ikorodu Road. Defsolute Media will manage LASU-Isheri Road.
TCS Media will handle the Funsho Williams Avenue-Marina corridor.
Government officials say the initiative is expected to improve the management, maintenance and commercial value of advertising infrastructure while promoting investment in modern digital billboard technology and enhancing the aesthetics of Lagos’ urban landscape.
Speaking during the signing ceremony, the Special Adviser to the Governor on Public-Private Partnerships, Mrs. Bukola Odoe, described the agreements as practical examples of how strategic collaboration between government and the private sector can improve the quality of life for residents.
According to her, government policies become meaningful only when they translate into tangible improvements that citizens can experience daily.
“Government is at its best when it is practical when policy leaves the boardroom and shows up in the hospital ward, at the licensing office, on the commuter’s phone and along the streets of our city. That is what today is about,” she said.
Odoe added that the agreements reflect the Sanwo-Olu administration’s infrastructure delivery model, which combines private investment with effective public oversight to ensure sustainability, accountability and value for money.
Also speaking, the Commissioner for Transportation, Mr. Oluwaseun Osiyemi, commended all stakeholders involved in the successful execution of the concession agreements.
He noted that the projects demonstrate Lagos State’s determination to continually improve public service delivery through innovation and strategic partnerships.
According to him, residents will begin to experience the benefits of the various initiatives as implementation progresses across the affected sectors.
For Africa’s largest city and one of the continent’s fastest-growing economies, the latest PPP agreements represent more than contractual arrangements.
They signal a strategic shift towards technology-driven governance, improved healthcare delivery, smarter transportation administration and efficient management of public assets.
As Lagos continues to grapple with rapid urbanisation and increasing demand for quality public services, the success of these concession agreements could become another defining milestone in the state’s long-term vision of building a smarter, more resilient and globally competitive megacity.
