As part of the historic events to commemorate her 100 days in office, the Head of Civil Service of the Federation (HCSF), Didi Walson-Jack, unveiled the Federal Civil Service Online Compendium of Circulars. She said the innovation is intended to make sure that all civil servants, regardless of location, can easily access circulars.
This is contained in a statement by Director, Information and Public Relations, Office of the Head of Civil Service of the Federation, Mrs. Eno Olotu.
Walson-Jack underscored the importance of accessibility in governance highlighting that, “this compendium is a significant leap toward simplifying a shared vision of a more connected, efficient and transparent Civil Service that would advance progress in service delivery and promote good governance.
The Compendium will provide vital information to civil servants and the public, she added, and it will be a valuable tool to promote transparency, alleviate administrative bottlenecks, and greatly accomplish the civil service’s ambitious goals of efficiency, accountability, and better service delivery. The platform will usher in a new era of accessibility, efficiency, and institutional excellence in the Nigerian Public Service, and it is anticipated that this effort would serve as a key instrument for enhancing the comprehension and awareness of all public servants on governance issues.
According to the Head of Service of the Federation, the online compendium’s features include accessibility and user-friendliness, the encouragement of institutional memory, real-time updates and notifications, and a dedication to modernisation.

The compendium consolidates 980 circulars issued since 1995, sourced from 25 Ministries, Departments, and Agencies (MDAs), and authored by 130 contributors. Civil servants and the public can access the platform via https://ohcsf.gov.ng/circularportal.
Speaking earlier, the Permanent Secretary Service Policies and Strategies Office (SPSO), Deborah Odoh, said the launch of the Compendium of Circulars is one of the activities to mark the 100 days of the HCSF’s stewardship. She said the initiative is aligned with the broader objective of the strategic plan’s vision to have a world-class Civil Service that contributes maximally to national development.
Odoh noted that the ultimate and far-reaching goal of the present Head of the Civil Service of the Federation is to breed a group of professionals and a merit-based workforce that is acceptable and responsive to citizens and other stakeholders.
Deputy Director of Information Communication Technology (ICT) in the OHCSF, Ukpo Uwem, in his vote of thanks commended the creation of the Online Compendium of Circulars, describing it as a good step in the right direction.
