Tottenham Hotspur are stepping up their efforts to sign Manchester City forwards Savinho and Omar Marmoush, with negotiations between the two clubs now progressing.
Nothing has been finalised, but talks over a potential double deal are understood to be advancing as Tottenham manager Roberto De Zerbi looks to strengthen his squad ahead of the new Premier League season.
Savinho, 22, has been a long-standing target for Tottenham. The Brazilian winger was left out of Manchester City’s 21-man squad for Sunday’s Community Shield final defeat by Arsenal, while Marmoush, 27, came on as a second-half substitute for Erling Haaland.
Tottenham previously explored a deal for Savinho last summer, when discussions centred on a package worth about €50m. City, however, were reluctant to sell the player and subsequently handed him a new contract running until 2031.
Despite that commitment, Savinho has struggled to secure regular first-team football at the Etihad Stadium. He started only seven Premier League matches last season as Pep Guardiola’s side finished second and completed a domestic cup double.
Marmoush has also found consistent starting opportunities difficult to secure since joining City from Eintracht Frankfurt in January 2025. He started eight Premier League matches last season, scoring eight goals in 36 appearances.
The Egypt international previously enjoyed an outstanding spell at Frankfurt, where he scored 15 goals in 17 matches before moving to Manchester. Tottenham believe regular football could help him rediscover that form.
The proposed double swoop would represent another major statement from Spurs, who have already committed £229.5m to the signings of Sandro Tonali, Mateus Fernandes and Jan Paul van Hecke this summer.
Tottenham have also strengthened their squad with free-agent arrivals Marcos Senesi, Andy Robertson and Martin Dubravka. However, the club still want greater attacking depth, particularly with Richarlison entering the final year of his contract and Dominic Solanke having struggled with injuries.
Savinho would provide versatility across the attack, while Marmoush could operate as a central striker or alongside another forward. His potential arrival would therefore give De Zerbi greater flexibility in shaping his attack.
If Tottenham complete both deals, the additions would significantly strengthen their squad and underline their ambition to challenge for a place in the Premier League’s top four.
