The Energy Commission of Nigeria (ECN), under the leadership of its Director-General, Dr. Abdullahi Mustapha, has finalised a strategic partnership with LONGi Green Energy Technology Co. Ltd., the world’s largest solar panel manufacturer, to establish a solar panel production facility in Nigeria.
The agreement was solidified during a high-level visit by the Nigerian delegation to LONGi’s global headquarters in Xi’an, Shaanxi Province, China. The LONGi executive team—led by President Boshen Zhong and Vice President Li Wenxue—welcomed the delegation and facilitated a tour of one of the world’s most advanced solar cell manufacturing facilities.
This visit builds on a Memorandum of Understanding (MoU) signed between ECN and LONGi earlier this year in London. During discussions in Xi’an, Dr. Mustapha advanced the framework for the development of a 500–1,000 megawatt (MW) solar panel manufacturing plant in Nigeria—a transformative initiative poised to accelerate the country’s transition to clean energy.
Dr. Mustapha emphasised Nigeria’s untapped market potential and the growing demand for decentralised energy solutions such as solar mini-grids. He also reiterated the commitment of President Bola Ahmed Tinubu’s administration to the Renewed Hope Solarisation Policy, which aims to provide universal access to clean and affordable energy.

LONGi expressed a strong interest in investing in Nigeria’s renewable energy sector and signalled readiness to move forward with concrete steps to establish the production facility.
“This partnership represents a historic milestone in Nigeria’s renewable energy journey,” said Dr. Abdullahi Mustapha. “By localising solar panel production, we will not only drive down costs and improve access to clean energy, but also create skilled jobs, boost industrial growth, and promote sustainable development across the country.”
The Energy Commission of Nigeria looks forward to working closely with LONGi and the Federal Government to deliver on this groundbreaking initiative.
