Lagos govt reaffirms commitment to environmental sustainability

Lagos State Government has reaffirmed its commitment to achieving a long-term climate goal of reducing overall carbon emissions, improving air quality, encouraging clean energy and sustainable practices, in line with global climate best practices for human development.

Speaking at the second stakeholders’ engagement forum yesterday on the implementation of the Lagos Greenhouse Gas Registry (LGHGR), put together by the state Ministry of the Environment and Water Resources, the State Environmental Protection Agency (LASEPA) in collaboration with Swanlux Global Investments Limited and TPHG Technologies, a consultant at TPHG Technologies Limited, Dr. Mofoluso  Fagbeja, in his presentation titled: Developing And Implementing Lagos Greenhouse Gas Registry (LGHGR),’explained that greenhouse gas emissions are a significant driver of climate change.

He informed stakeholders that activities carried out so far in the implementation process included a review and assessment of existing legislations and drafting of regulations for the GHG registry and governing structure, assembling of data resources, mapping of industrial districts in the state, designing an integrated data collection templates suitable for 135 sub-sectors, methodology design for emissions calculation of seven GHGs and five air pollutants, as well as development of the integrated registry and trading platform which is ongoing.

Fagbeja confirmed that the benefits include but are not limited to improved regulatory compliance, investments in green technology, improved public health, improved competitiveness and income from emissions trading. Moreover, the sectors targeted are the waste management sector, commerce and industry, transport, stationary and energy, among others.

“The development of the Lagos Greenhouse Gas Registry marks a significant milestone in Lagos State’s commitment to transparent, credible and market-ready climate governance.

“With the guidelines, governance architecture and regulatory framework already completed-and pre-validated through collaboration with key stakeholders, we have built a solid technical foundation for the registry’s successful implementation.

“This validation workshop is the final step in strengthening that foundation. By engaging a wider network of stakeholders, we ensure that the LGHGR carries broad sectoral support, reflects practical implementation realities and stands on a unified platform of consensus. Everyone’s participation reinforces the legitimacy of the system and positions Lagos to operationalise a registry that is robust, inclusive and aligned with international best practices.

“Together, we are laying the groundwork for a functional carbon market ecosystem; one that enhances environmental integrity, unlocks investment opportunities and establishes Lagos as a leader in climate innovation and sustainable development,” he added.

Director, Air Quality and Emissions Control Unit at LASEPA, Mrs Ayodele Oso, said it is the desire of Lagos State Government to strengthen environmental governance and improve climate resilience. “Lagos State will serve as a model of environmental stewardship for other states. Everyone and every sector is involved, so we should all key in,” she urged.
