INEC moves voters’ registration centres from 4 Borno LGAs

The Independent National Electoral Commission (INEC) has moved its voters’ registration centres from four local governments of Borno State due to security concerns.

INEC Resident Electrical Commissioner (REC) for Borno, Alhaji Abubakar Ma’aji, disclosed yesterday at a press briefing in Maiduguri, organised to announce the commencement of the voters registration exercise next week ahead of the 2027 general election.

Ma’aji said the exercise, which begins on Monday, August 18, will take place in 23 of the 27 local governments because of security challenges.

“For security and factors relating to safety, four INEC LGA offices will conduct the physical (in person) registration at locations in Maiduguri Metropolis. The LGAs affected are Abadam, Guzamala, Kala Balge and Marte LGAs,” he announced.

He said eligible voters are expected to convey themselves to Maiduguri, the state capital, to register at designated centres, as the commission will not be responsible for their movement.

The four local governments still face insecurity through the activities of Boko Haram and Islamic State West Africa Province (ISWAP).

He explained that the exercise comes up in three phases, with the first phase slated for Monday, August 18, to December 10, 2025, for registration, while the display of the register is scheduled for 15th to 21st December 2025.

According to the REC, second phase registration is slated for 5th January to 17th April, 2026, while display of the register comes up between 20th and 26th April 2026. Third phase registration is from 4th May to 17th August 2026. Display of voters registered for the last phase takes place on 24th through 30th August, 2026.

He said the exercise is for the new registration of eligible Nigerian voters, the replacement of lost, defaced or damaged Permanent Voters Cards (PVCs), the transfer of registration details to another polling unit for voters that relocated and the updating of registration details for voters whose PVC failed verification by BIVAS during the last election.

He disclosed that 66, 072 unclaimed PVCs from previous exercises are still with INEC.
