The Ministry of Water Resources and Sanitation has launched the One-Government Enterprise Content Management System, marking a major shift from paper-based operations to a fully digital platform.
The launch, held in Abuja, underscores the Federal Government’s commitment to digital governance, institutional reform, and improved service delivery under President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Minister of Water Resources and Sanitation, Professor Joseph Terlumun Utsev, described the initiative as a landmark achievement that will transform workflow efficiency, enhance data management, reduce operational costs, and strengthen transparency and accountability within the sector.
Performing the official launch, Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, said the system is a bold and transformative step toward modern public administration. She noted that the ministry plays a critical role in water supply, sanitation, irrigation, river basin development, hydrology, and climate resilience nationwide.

According to her, the platform enables secure digital records management, automated workflows, electronic approvals, and real-time collaboration across ministries, departments, and agencies, in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 and the directive for full digitalisation before December 2025.
Permanent Secretary of the Ministry, Dr Emanso Umobong, said the system will eliminate workflow delays, prevent document loss, and improve service delivery.
Managing Director of Galaxy Backbone Limited, represented by Mr Akintayo Ayodele-Bamisaye, described the go-live milestone as a decisive step toward a paperless public service.
The event was attended by the Senior Special Assistant to the President on Civil Service Matters, Mr Alfred Abah, top ministry officials, and staff of the Office of the Head of Service.
