The Federal Character Fraud: How Nigeria punishes excellence and what the Igbo can learn from Jewish resilience

Enough of “Federal Character” as a cover for federal bias and apartheid against the South Easterners.

Section 14(3) of the 1999 Constitution promised “Federal Character” — a Nigeria where no ethnic group is sidelined. In practice, it has become a weapon to handicap the South-East while rewarding mediocrity elsewhere. The data doesn’t lie. The system is rigged. And if the Igbo are to survive it, we must stop begging and start organizing — the same way the Jewish people turned centuries of exclusion into global leverage. This is not a plea. It is an indictment.

Take the 2026 Unity Schools: Apartheid by Cut-Off Mark as a reference point.

Unity Schools were supposed to unite us. Instead, they codify apartheid at age 10.

Under this scheme, South-East children are penalized for valuing education: Ebonyi – 112. Abia – 130. Enugu – 134.  Imo – 138. Anambra – 139 — _the highest in Nigeria.

Compare this to other regions like the North-East & North-West which are rewarded for systemic failure:   Taraba – 3 M / 11 F, Yobe – 2 M / 27 F, Zamfara – 4 M / 2 F, Sokoto – 9 M / 13 F.

Let’s say it plainly: A 10-year-old in Anambra must score 137 points higher than a boy in Yobe to sit in the same classroom. This is not “affirmative action.” It is state-sponsored discrimination against a people who built schools and value education when government wouldn’t. My daughter scored 275 points in JAMB and was crying like she was stung by a scorpion. I asked her why she was crying? She said she expected to score 300 points and above. She was afraid that being Igbo, she may not get a chance to study medicine. It struck me that my 17-year-old  already understands what many adults failed to see. Why will Nigeria make  an 17 -year-old rightly or wrongly feel discriminated by her own country?

After 50 years, “educationally less developed” is now a permanent entitlement. The child of a Zamfara senator gets in with 4 marks. The child of an Anambra trader needs 139. They call it integration. We call it insult. You cannot preach unity while running two separate grading systems. That is not a country. That is a caste system with a flag.

Federal appointments are now weaponised against the Igbo. We have the empty chair at the table whereas Nigeria was founded on a tripod and later six political zones. Federal Character was meant to give every zone a seat. Instead, the South-East gets the stool in the corner. We are the menu.

Since 1999, how many SE indigenes have held Défence, Finance, Petroleum, Works, or FCT? Count them on one hand. Meanwhile, other zones rotate them like family heirlooms. Buhari did it, and President Tinubu, his alter ego, institutionalised it.

Of 10 seats on the National Security Council, the SE often holds zero. You can not secure a people you exclude from security planning. I don’t know how this makes the president comfortable.

A 2021 review of 100 top agencies: SE heads -8%. NW-26%. This is not merit. This is arithmetic. When you control the agencies, you control the budgets, contracts, and recruitment that shape the next 30 years.

The message is clear: The Igbo can be in Nigeria, but not of Nigeria. You can pay tax, but not touch power. You can die for the country, but not direct it.

State creation in Nigeria was designed to keep us a minority. Why?  Power in Abuja is shared by states: North-West: 7 states = 21 senators.  South-East: 5 states = 15 senators.   So, invariably, we start every legislative battle 6 votes down. One minister per state means NW gets 7 slots, and SE gets 5. Every time. No state has been created since 1996, and every SE bill for parity dies in committees chaired by zones that benefit from our disadvantage. This is not oversight. This is architecture.

We should learn one or two lessons from the designed Jewish parallel where they grew from exclusion to influence. Their growth wasn’t an accident. They built themselves through their adversity. The Igbo condition today mirrors Jewish history in Europe. For centuries, Jews were locked out of guilds, land ownership, universities, and government. Quotas, numerus clausum, and ghettos were the law. Sound familiar?

How did they respond? They did not beg for inclusion. They built parallel systems. 

Education as Resistance: Barred from public schools, they built their own cheders and yeshivas. Result: disproportionate literacy and numeracy.  This is why I am proud of Prof Charles Soludo and commend his foresight when he hired over 8000 teachers for our primary and secondary schools and also invested 40 per cent of our 2026 budget in education. That is deliberate and intentional.

Network Economics: Excluded from land, they mastered commerce, trade, and finance — sectors that were mobile and skill-based. They resorted to money lending away from official eyes. They kept the records and charged interest for their risks. They created credit unions and community banks. Today, Jewish influence in global finance, tech, and academia is not an accident. It is the outcome of 200 years of organising under exclusion. 

The lesson for Ndigbo: Discrimination is not a life sentence. It is a syllabus. If they won’t let you into Unity Schools, build schools so good that their children beg to attend yours. If they won’t appoint you, build industries so critical that governments negotiate with you. Political power follows economic power. Never the reverse.

Moving forward, Nigeria in the national interest must end the Cut-Off Apartheid Now. Move to 70 per cent national merit, 30 per cent state quota for Unity Schools. ELDS status must expire after 10 years unless renewed by data. No permanent victims, no permanent privilege.  Nigeria must understand that it’s either we have State Parity or No Peace: The 6th SE state is non-negotiable. Anioma, Aba, Adada — the name is secondary. The 16th Senate seat is primary. Without it, “Federal Character” is a joke. 

Every MDA must audit and publish appointments by state and grade level yearly. Sunlight is disinfectant.  I strongly advocate an Igbo Economic Marshall Plan: Like postwar Jews, we must turn inward. Fund a South-East Development Bank. Capitalize community venture funds. Make Onitsha, Nnewi, and Aba the Guangzhou of West Africa. They excluded Jews from banks — Jews became the banks. 

Ndi Igbo should stop asking for handouts and start asserting. Rights are not given. They are taken. The SE caucus in NASS must vote as a bloc. No SE votes for budgets that sideline SE projects. No confirmation for appointees from zones that violate Federal Character. We must take positive actions even if symbolic
