PCC trains S’ East officials on ethics, integrity, investigative reporting and accountability

…says training meant to ward off corrupt practices in public sector

The Nigerian Public Complaints Commission (PCC) on Thursday completed another edition of its workshops for its South East officials who are investigators in its purview of operations in Imo and Enugu states respectively.

The training, which bordered mainly on investigation Techniques for complaint handling officers of the PCC, was for officials from level 7 – 14. It held at both the Oaklands hotel, 2 Ebeano Tunnel Way Off Ogui Road, Enugu, and the De- Majestic Garden Hotel, opposite Peace Mass Transit flyover Orji, lmo State, respectfully, from November 26 to 27, 2025.

Specially gracing the ocaseoon were Federal PCC Commissioners from the states and Supervisors from the FCT. They are Barr. Edith Okoli, Commissioner for Enugu State and Mike Uzordinma for lmo State, while the PCC Supervisors are Grace Ogbute, and Yusuf Rimamatso from Abuja.

Three key lectures were given to the officials and they included, Introduction to Ethics, Integrity and Accountability in Public Sector; Advanced Investigative Reporting and Documentation for Officers of Public Complaints Commission; and Mediation and Conflict Resolution in Complaint Investigation. The training facilitator were Dr. (Mrs.) Ene Awe who was assisted by Mis.. Bisola Goodness.

The first insightful lecture, based on ethics ensured investigators were taken through such sub-topics as understanding ethics, ethics expected from a civil servant, ethical codes for workers, application of ethics in investigation, integrity in public service investigation, and understanding integrity, practical guidelines to maintaining integrity, accountability in public sector investigations, understanding accountability, accountability in investigation, among others.

The investigators were also taken through the rudiments and professional exercise of advanced investigative reporting and documentation in the second lecture. This covers such intrinsic areas as objective of investigation management, planning in investigation, scoping an investigation, resources management, risk and quality management, monitoring, reporting and review among others. As well as creating evidence based document for investigations.

Officials were taught practical steps towards applying investigative reasoning and hypothesis development to real-life cases; collecting, recording, and preservinh evidence systematically while maintaining admissibility; conduct structured and ethical interviews and manage detailed field notes; compile professional, court-ready investigative reports.

The need to equally uphold ethical and legal standards under the Nigerian FOI laws and regulations were taught the officials. And tips of strategic investigations which include ensuring investigations are conducted effectively and efficiently, having a mindset built on curiosity, skepticism, accuracy, and persistence, promoting accountability and transparency in public administration and safeguard public interest through lawful and ethical practices, among others were handed out generously to the officials.

On the topic, Mediation and Conflict Resolution in Complaint Investigation the resource person dwelt on causes, consequences of conflict and why mediation is needed as a major processes of resolving the conflict. The nature of conflicts, forms and technical processes through which it could be resolved are also strategically taught the investigators.

Speaking on behalf of the trainees, an official of the PCC appreciated the agency for giving them such vital and useful training. He said : ” The PCC’ s main job is to resolves conflict and it was a welcome development to them.

This is a welcome developed for us because we have been expecting it. We so much appreciated the fact that the training was strategic and dwelled mainly on ethics, integrity accountability, and areas that concern our core duties, which are conflict resolution and mediation to restore confidence in the public.
