Oyo State has achieved a remarkable rise in Nigeria’s Subnational Climate Governance Performance Rating, climbing from 34th position in 2024 to seventh in the 2025 assessment.
The leap places Oyo among the most improved states in climate governance across the federation.
The latest ranking was unveiled in Abuja during the public presentation of the 2025 report, conducted by the Department of Climate Change, Federal Ministry of Environment, in partnership with the Society for Planet and Prosperity (SPP) and supported by the UK Foreign, Commonwealth and Development Office (FCDO).
According to the organisers, the national assessment rates states across five thematic areas: climate institutional arrangements, policy and legal frameworks, budgetary allocation, implementation of climate programmes, and public communication on climate issues.

Reacting to the development, Oyo State Commissioner for Environment and Natural Resources, Seun Ashamu, praised Governor Seyi Makinde for providing the political will and enabling environment that propelled the state to national prominence in climate governance.
He noted that the improved performance stemmed from deliberate initiatives undertaken by the ministry under the present administration.
They included intensified awareness and sensitisation campaigns on climate change, the development of technical documents, such as the Oyo State Climate Change Action Plan (2025–2030) and the Oyo State Climate Change Act, as well as active participation in national and international climate engagements, including COP29 and SB62.
Makinde, he said, has approved the state’s participation at the upcoming United Nations Climate Change Conference (COP30), scheduled to hold in Brazil. “Oyo’s rise in the national ranking is a testament to purposeful leadership and collective effort. With the governor’s vision and continued support from development partners, we are confident that Oyo State will keep advancing in climate governance,” he said.
