Africa’s changing petroleum trade flows, rising investment in refining and the challenge of balancing market competition with consumer protection will take centre stage as OTL Africa Downstream Energy Week marks its 20th anniversary in Lagos later this month.
The conference, scheduled for October 26 to 29 at Lagos Oriental Hotel, will bring together policymakers, regulators, investors and industry operators to examine how Africa can translate its energy resources and expanding refining capacity into reliable supply, competitive markets and lower economic pressures on businesses and households.
With the theme, “Secure Energy, Shared Prosperity,” the 2026 edition comes amid geopolitical uncertainty, foreign-exchange pressures, high financing costs and changing petroleum trade flows that continue to test the resilience of African energy markets.
A key highlight will be a session on “Competition in Nigeria’s New Downstream Market: Balancing Market Power, Investment and Consumer Protection,” which will examine how the country can encourage investment in domestic refining while ensuring fair competition, efficient distribution and consumer confidence.
The discussion is particularly significant as Nigeria’s downstream petroleum market undergoes structural changes, with increased domestic refining capacity reshaping supply chains, trading relationships and competition among industry players.
Beyond Nigeria, the conference will examine how regional market integration, regulatory cooperation, compatible product standards and improved transport infrastructure can strengthen petroleum products trade across Africa.
Participants will also explore opportunities under the African Continental Free Trade Area (AfCFTA) to expand regional trade, support industrial development and retain more economic value within the continent.
Other News
The organisers said the conference would focus on practical policy and commercial responses to the challenges confronting Africa’s energy industry, particularly the need to align investment returns with reliable supply, product quality and affordability for consumers.
Other sessions will address feedstock security and refinery competitiveness, developments in West African fuels markets, regulatory convergence, integrated petroleum operations and Africa’s broader energy outlook.
The programme will also examine investment opportunities in gas and renewable energy infrastructure, lubricants, petrochemicals and future forecourt solutions, alongside changing consumer behaviour in the retail fuels market. Dedicated finance and logistics forums will consider ways to mobilise capital for energy infrastructure and businesses, improve tanker shipping and petroleum products distribution, and strengthen supply chains against disruptions.
The trade exhibition running alongside the conference will provide companies across refining, trading, shipping, storage, logistics, retail and gas with opportunities to showcase technologies, develop partnerships and explore commercial opportunities.
The anniversary programme will feature the 20th Anniversary Industry Dinner and Awards, the Founders’ Fireside Forum, networking engagements and a scheduled tour of Dangote Refinery.
Since its inception in 2007, OTL Africa Downstream Energy Week has served as a platform for industry dialogue, business development and engagement between public institutions and private operators.
Its 20th anniversary edition is expected to reflect on the industry’s evolution while examining the investment, infrastructure and regulatory cooperation required to improve energy security and strengthen Africa’s downstream petroleum markets.
