New book on Enugu governorship zoning formula for unveiling May 7

Four researchers of Enugu State origin have announced plans to unveil a new book examining the evolution and application of the governorship zoning formula in the state from 1999 to 2023.

Titled “Zoning of governorship position in Enugu State: Evolution, practice, and convention (1999–2023),” the book will be formally presented on May 7, 2026, at the International Conference Centre, Enugu.

Speaking at a press briefing in Enugu, the authors, Dr. Uchenna Cyril Anioke, Dr. Ambrose Igboke, Clinton Umeh, and Chikezie Obasi, described the publication as a research-driven effort to clarify the often-debated issue of zoning in Enugu politics.

Anioke said the idea for the book was influenced by the controversies that followed the 2023 governorship election, noting that the tensions exposed the need for a fact-based account of how zoning has evolved in the state.

He said the work combines historical records with firsthand accounts from key stakeholders, adding that zoning in Enugu traces back to a “triangular equilibrium” among the old Enugu, Nsukka, and Abakaliki divisions, designed as a power-sharing arrangement before the creation of new states.

While noting that the book does not address micro-zoning, he said most contributors agreed that rotating power among zones has helped promote fairness and stability.

Ambrose Igboke said the book situates zoning within the framework of senatorial district balancing rather than purely cultural considerations.

He added that although some political actors dispute the existence of a formal arrangement, there is broad acceptance that zoning has contributed to political stability in the state.

On his part, Clinton Umeh said the research also revisits early political debates at the return of democracy in 1999, including discussions involving figures such as Jim Nwobodo, Okwesilieze Nwodo, and C. C. Onoh on which zone should produce the first governor, leading to the emergence of Chimaroke Nnamani.

Also Chikezie Obasi said the publication is intended as a resource for policymakers, researchers, and the public, expressing hope that it would deepen understanding of Enugu’s political development and reduce tensions during election cycles.

The authors said the book ultimately presents zoning as a key factor in promoting equity, peace, and continuity in Enugu State’s political landscape.
