Moghalu to deliver keynote at conference of African speakers of parliament in Morocco

Professor Kingsley Moghalu, former Deputy Governor of the Central Bank of Nigeria and President of the Institute for Governance and Economic Transformation (IGET Academy), will deliver a keynote address at the 3rd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL) in Rabat from 12–14 December 2025.

Hosted by the House of Representatives of the Kingdom of Morocco, the assembly brings together Speakers and Presidents of parliaments from 25 African nations under the theme “Legislative Leadership and Parliamentary Diplomacy in a Changing Global Order”.

On Friday, 12 December, Prof. Moghalu will speak at the CoSPAL High-Level Dialogue on the topic “Securing Africa’s Economy for the Future: The Role of Legislative Leadership”.

The session will examine structural vulnerabilities in African economies amid global economic shifts and explore the legislative tools required to accelerate industrialization and safeguard the continent’s economic sovereignty.

In its invitation letter, CoSPAL described the dialogue as a platform for Africa’s and the world’s leading experts to engage legislative leaders on issues shaping the continent’s future.

“In recognition of your expertise in governance, economic transformation and institutional leadership, we would be honoured to have you deliver this address,” the organisation wrote in a letter signed by Secretary-General Dr Dapo Oyewole.

CoSPAL, established in 2020, serves as a pan-African inter-parliamentary body uniting legislative leaders to craft legislative responses to Africa’s development challenges.

Current members include Algeria, Benin, Cameroon, Côte d’Ivoire, Democratic Republic of Congo, Eswatini, Gambia, Ghana, Liberia, Libya, Malawi, Morocco, Nigeria, Rwanda, São Tomé & Príncipe, Senegal, Sierra Leone, South Africa, South Sudan, Togo, Uganda, and Zimbabwe.

The organisation is currently chaired by Rt Hon Alban Sumana Bagbin, Speaker of the Parliament of Ghana.

A globally recognised political economist and thought leader, Prof. Moghalu served as Deputy Governor of the Central Bank of Nigeria (2009–2014), held senior faculty and research positions at Tufts University and Oxford University, and was the inaugural President and Vice-Chancellor of the African School of Governance in Kigali, Rwanda.

He spent 17 years with the United Nations, rising to the rank of Director, before founding IGET Academy, a public-policy think tank that trains African political, institutional, and business leaders, and Sogato Strategies LLC, a Washington DC-based risk and strategic advisory firm.

The CoSPAL General Assembly is expected to produce recommendations on strengthening parliamentary diplomacy and legislative frameworks to support Africa’s economic resilience in an era of rapid global change.
