The Minister of Aviation and Aerospace Development, Festus Keyamo, has approved a minor reshuffling at the Nigeria Civil Aviation Authority (NCAA).
Ahmad Abba is now the new Director of Aerodrome and Airspace Standards (DAAS).His appointment took effect on Tuesday, December 24, 2024 after he was moved from the Nigerian Airspace Management Agency (NAMA), where he served as Director of Special Duties.
The change also affected Godwin Gyang Balang, who previously served as Director of DAAS until the latest redeployment. Balang has now been moved to the Directorate of Airworthiness Standards (DAWS) as director, replacing Victor Goyea, who is expected to take up a new role at NAMA.
At a brief handover ceremony held at the Director-General’s board room at NCAA corporate headquarters in Abuja, Balang told his successor the responsibilities of the directorate and further briefed him on recent reforms, projections for the future, and the critical role DAAS plays in ensuring aviation safety in Nigeria.

In his response after the handover, Abba assured stakeholders that he would sustain and build upon the achievements already recorded in DAAS, expressing confidence to maintain the directorate’s high standards.
“Based on my previous experiences, especially as former DAAS staff, and my experience at NAMA, sustaining the milestones wouldn’t be difficult to achieve,” Abba said.
He emphasised the importance of the directorate to Nigeria’s civil aviation operations, noting that DAAS is strategically positioned to deliver on the mandate given to the Director-General of Civil Aviation by the Minister.
The Directorate of Aerodrome and Airspace Standards is responsible for regulating airport facilities, airspace management, and ensuring compliance with international safety standards. The directorate’s work is crucial to maintaining Nigeria’s aviation safety record and ensuring that airports and airspace operations meet both national and international regulatory requirements.
