Health insurance enrolment across Nigeria has experienced remarkable growth in under one year, with total enrollment at the national and state levels rising by 11%. The surge highlights the success of initiatives spearheaded by the National Health Insurance Authority (NHIA) and various state governments in expanding healthcare coverage nationwide.
As of the fourth quarter of 2023, approximately 16 million Nigerians were enrolled in various health insurance schemes. Now, that figure has grown to around 18.7 million, reflecting significant progress in efforts to provide broader access to healthcare services. This remarkable increase has not only surpassed the government’s enrolment target for the year by 8% but also demonstrates the capacity to achieve—and even exceed—the ambitious goals set for 2027.
This upward trajectory can be traced to the strategic focus of key health sector stakeholders. At the close of 2023, the Coordinating Minister for Health and Social Welfare, Professor Muhammad Ali Pate, announced that within the first 100 days of President Bola Tinubu’s administration, an additional 750,000 Nigerians had been enrolled in health insurance. This milestone was part of a broader drive to expand healthcare coverage across the nation.
The NHIA, under the leadership of Dr. Kelechi Ohiri, has been at the forefront of this effort. Since the beginning of 2023, the agency has been implementing targeted measures aimed at increasing enrolment figures and moving closer to the administration’s goal of universal healthcare coverage by 2030.

Central to these efforts has been fostering stronger collaboration between public and private sector partners, ensuring a more cohesive approach to healthcare delivery.
One of the key initiatives led by the NHIA is the ongoing review of capitation fees paid to healthcare providers. These fixed payments, based on the estimated value of services rendered to patients, play a crucial role in incentivizing healthcare providers to deliver quality services, which in turn attracts more enrollees.
A temporary capitation rate has already been agreed upon, with a revised rate expected to be announced soon, underscoring the government’s commitment to refining and enhancing the healthcare system.
The rapid rise in health insurance enrollment is more than just a statistical achievement; it represents a significant step forward in Nigeria’s journey towards universal healthcare access.
