In a move aimed at accelerating digital transformation across developing nations, Google and the World Bank Group have announced a new global partnership to develop AI-powered public digital infrastructure for emerging markets.
The alliance seeks to deploy Open Network Stacks, interoperable digital frameworks that enable citizens to access essential public services such as agriculture, healthcare, education, and workforce development.

By combining Google Cloud’s advanced AI technologies, including its Gemini models, with the World Bank Group’s development expertise, the initiative is expected to help governments design and scale inclusive digital systems that can operate across multiple sectors and regions. Citizens will be able to access these services in more than 40 languages, even on basic mobile devices.
The collaboration builds on a successful pilot project in Uttar Pradesh, India, where the use of AI-driven digital tools helped thousands of smallholder farmers improve productivity and profitability.
As part of the partnership, Google.org, the tech giant’s philanthropic arm will provide funding to a new nonprofit, Networks for Humanity (NFH). The organization will focus on building universal digital infrastructure, including Beckn open network protocols and Finternet asset tokenization, while also setting up regional innovation labs and piloting social impact applications around the world.
According to both partners, the initiative reflects a shared vision of making digital public infrastructure more accessible, inclusive, and sustainable, ensuring that the benefits of artificial intelligence and emerging technologies reach underserved populations globally.
