Arase: Nigeria lost visionary leader, champion of human rights –NHRC

The National Human Rights Commission (NHRC) has extoled the visionary leadership of the late former Inspector General of Police,  Solomon Arase, describing him as a stalwart champion of human rights.

While expressing sadness over his passage, the NHRC said the late IGP was a distinguished friend of the Commission.

In a statement yesterday, the Executive Secretary of the Commission,  Tony Ojukwu, SAN, on behalf of the Management and Staff, extended  heartfelt condolences to the family, colleagues, and the entire Nigeria Police Force.

Ojukwu said, “as a visionary leader, Arase brought transformative reforms to the Nigeria Police Force, prioritizing citizen-centric policing and human rights protection. His establishment of the Complaint Response Unit was a landmark initiative, ensuring swift responses to public complaints and fostering accountability within the police.

“As a human rights focussed Police officer, he set up and encouraged intelligence led policing. By this policy, which aimed at actualising right to presumption of innocence under the constitution, Solo insisted on intelligence gathering and investigation before arrest and detention of citizens especially when petitions are written. Unlike today, citizens are arrested first, before any investigation starts, completely negating the principles of the constitutional guarantee with impunity.

“Beyond his tenure as IGP, Arase continued to leverage his expertise as Chairman of the Police Service Commission, driving further reforms and modernization efforts. Indeed, his name has become synonymous with modern policing in Nigeria, reflecting his enduring impact on the profession.

Arase’s legacy extends beyond his official roles. He remains a revered member of the human rights family, whose dedication to upholding the rights and dignity of all Nigerians has inspired a generation of human rights defenders and law enforcement officials.

“The NHRC salutes Arase’s remarkable contributions to policing and human rights in Nigeria. His humility, intelligence, focus, and commitment to excellence will be deeply missed.

meanwhile , the  Police Service Commission(PSC), has described his  passing  as tragic, and a great loss not only to the Commission, but the nation.

PSC Head, Press and Public Relations Ikechukwu Ani, in a statement, said

Arase was a distinguished officer, a cerebral leader, and a pathfinder, whose life of service to the nation remains exemplary.

Ani said as Chairman of  PSC, Arase provided visionary and stabilizing leadership, guiding the Commission with uncommon wisdom. His foresight and commitment to institutional growth culminated in the successful relocation of the Commission to its befitting Corporate Headquarters at Jabi, Abuja — one of the many legacies of his tenure.

He dedicated his life to the service of Nigeria, leaving behind a record of integrity, courage, and reform that will continue to inspire generations of officers and administrators.

“ The Board, Management, and Staff of the Commission extend heartfelt condolences to his family, the Nigeria Police Force, and the entire nation. May God grant his family the strength to bear this great loss, and may his noble soul rest in perfect peace.

Meanwhile the Commission today, Monday September 1st 2025, paid a condolence visit to the Abuja home of its former Chairman. The delegation was led by Justice Paul Adamu Galumje, retired Justice of the Supreme Court and Honourable Commissioner representing the Judiciary in the Commission who stood in for the Chairman, DIG Hashimu Argungu rtd mni. Also in the delegation are DIG Taiwo Lakanu rtd, fdc, Honourable Commissioner representing the Police, Alhaji Mohammed Abdulfatah, Honourable Commissioner representing the Organized Private Sector and Directors/ Staff of the Commission.

The delegation commiserated with the family of its former Chairman and prayed for the peaceful repose of his loving soul.

The Commission has also opened a condolence register at its Corporate Headquarters in Jabi, Abuja.
