Wike gives defaulters last 14 days grace to settle N5m land use violation fees in Asokoro, Garki, others

Minister of the Federal Capital Territory (FCT), Nyesom Wike, has extended a final 14-day grace period for property owners who defaulted on the land use and purpose clause in key districts of the Federal Capital City (FCC). This extension allows defaulters in areas such as Asokoro, Maitama, Garki, and Wuse to pay a violation fee of N5 million along with other applicable charges for land use change and conversion.

The renewed warning makes it clear that non-compliance after the grace period will lead to concrete enforcement measures aimed at ensuring adherence to land use regulations.

In a statement from the Senior Special Assistant to the Minister on Public Communications and Social Media, Lere Olayinka, revealed that the deadline starts Tuesday, November 11, 2025. According to him, “Failure to comply within the stated 14 calendar days grace period will result to enforcement actions by the FCT Administration.”

The notice referenced earlier public announcements made by the FCTA on September 8, 9, and 10, 2025, which set a 30-day deadline for penalty payments. This initial period expired over a month ago, prompting the Ministry’s decision to grant an additional 14 days.

Affected property owners within the listed streets are required to visit the FCTA Department of Land Administration with original title documents and valid identification to process payment and obtain letters of conveyance for their land use change. Streets concerned include Gana Street and Usuma Street in Maitama, Yakubu Gowon Crescent in Asokoro, Aminu Kano Crescent and Adetokunbo Ademola Crescent in Wuse II, among others.

The statement also highlighted that new title documents, including updated Statutory Right of Occupancy and Certificates of Occupancy valid for 99 years, will be issued upon fulfillment of all conditions. However, properties with titles previously revoked due to non-development or unpaid ground rent are excluded from this issuance.

The statement explained, “Sequel to the Public Notices made by the Federal Capital Territory Administration (FCTA) on Monday 8th September 2025, Tuesday 9th September 2025, and Wednesday 10th September 2025, in some national dailies and online platforms, in respect of the reviewed Land Use/Purpose Clause of properties in the FCT, the general public particularly allottees/title holders of properties on the underlisted streets/locations of the Federal Capital City (FCC) are hereby informed that the 30 days period given for the payment of penalty/violation fee of ₦5 million and other applicable fees for Land Use Change/Conversion had since one month ago expired.”

It further stated, “However, the Honourable Minister of the Federal Capital Territory (FCT), His Excellency, Barr. Nyesom Ezenwo Wike, CON has magnanimously granted a final grace period of 14 calendar days from Tuesday November 11, 2025, for all affected allottees/holders of properties along the said streets/locations to comply with the terms and conditions of the approval for land use change/conversion.”

The affected locations include Gana Street and Usuma Street in Maitama District, Yakubu Gowon Crescent in Asokoro, Aminu Kano Crescent and Adetokunbo Ademola Crescent in Wuse II, as well as Ladoke Akintola Boulevard, Gimbiya Street, and Onitsha Street in Garki II District. Additional streets in Garki I District include Ogbomosho Street, Lafia Close, Yola Street, Abriba Close, Danbatta Street, Ringim Close, and Ilorin Street.

The notice recalled, “Recall that on September 8 and 9, 2025, publications were made in national dailies and online platforms, on the FCT Minister’s approval of a reviewed Land Use/Purpose Clause of properties on the 15 streets/locations of the FCC.”

“All affected allottees/holders of properties who, without approval, converted the land use of their properties on the above listed streets/locations, having violated the terms and conditions of grant of the Right of Occupancy, are hereby 30 days from Wednesday, 10th of September, 2025 to pay a penalty/violation fee N5 million.”
Property owners must visit the FCTA Department of Land Administration with their original titles and valid identification to collect their letters of Conveyance of Approval detailing the new land use and fees. The Minister has also approved the issuance of new title documents that reflect the updated land use for a fresh term of 99 years after all conditions are met.
The statement clarified, “However, consideration for issuance of new title documents (Statutory Right of Occupancy and Certificate of Occupancy) under this exercise does not cover land and property titles earlier withdrawn/revoked due to non-development, non-payment of ground rent, and/or other reasons.”
