Who shall clip the bandit’s wings?

BABA:  Chief,  Chief  how are you today? Are you sure you are alright, with the way you squeeze your countenance .

CHIEF:    Baba, am not feeling alright. l must tell you the truth. The gruesome massacre of my people  by these senseless  and God forsaken  bandits is nerve wracking.

How can anyone in his right senses feel alright hearing such news. 

Baba: sorry for my  attitude, Infact, l was not myself  since i heard about the incident. Did you hear of the merciless killings in the neighbouring town on Christmas Eve by the bandits?.(Sighs: What a bloody Christmas.

CHIEF :It is only God that can save us from the hands of these blood thirsty criminals.

BABA: Truely, l can understand where you are coming from and also your frustration.

CHIEF:  Oh yeah! So you feel my fraustration, if so. What  solution have  you proffered since these bandits started  depleting our population and sowing tears and sorrow all over the places. See what they have turned our  communities and state into, a field of human sacrifice.  Is this how we shall continue to look like castrated men?

Baba: Haba Chief,  you are talking as if lam not living in this community and witnessed the last ruthless and merciless killing  in our neighbouring local government. (He stops talking on siting OGA Soja) Haa. OGA Soja, how are you, hope you are hearing from your family?, by the way, what are you people doing about these incessant attacks on our communities?

SOJA:  Weldone Chief, (he turns to greet Baba)

Baba, l greet you oh.

BABA:  My son Soja, how are you? Please what is happening ? Should we all run away to safety  to where? You people should do something very urgently or else.

SOJA: (fuming)   Baba , l really don’t like the tone of your voice, sorry to add that you sound as if you are threthening us.

BABA: l don’t understand your point, Soja man, where you expecting me to keep my mouth shut because you’re wearing uniform. Listen my son,l cannot be intimidated by you or your gun. l expect you to use that gun we bought for you to go after these bandits and protect our lives. See the destruction in the land, see the killings in our communities, yet you open your mouth in such a manner.

CHIEF: Why are you  both on each other’s throats over an issue that you can put your heads together to proffer solution and be sincere  in strategizing  on how to mitigate the escalating situation. By the way , if l may ask you Soja man, how long do you people want to continue fighting Boko Haram and the Bandits?

BABA:(cuts in) Good question. That’s what has been boggling my mind. Have you noticed that  since 2009 , no  statistic of dead security personels have been released just as the lsrael government did in the Gaza war. Ours have been schrouded in secrecy. The same with data about civilian casualties. The government and your people know too much that we civilians are not aware.

SOJA: Am l facing a jury here? , how come these revolt is targeted at my personality, is it because l came around your community.

BABA:  Soja man , you are missing the point. Tell us why these incessant attacks from  Bandits. Why are your soldiers not always present each time these bandits strike, is it that you also sleep when we civilians are sleeping?.

CHIEF: (Cuts in}  l just heard that  the bandits who are the transformed Boko Haram in every of their operational activities, had gone on rampage in  some  of the northern states. l also heard that there are several cases of kidnapping in Cross River and most eastern states. Yet there are security personnels in these states collecting salary.  If these security agencies are tired, then the country should  emulate other countries and establish state police system.

BABA ; Chief, you have just hit the nail on the head. (Screams loud)  State Police, that is the solution, state policing system is what we need in the country.

Chief: (cuts-in) Baba, you know I have travelled round the world before I became local government chairman, let me inform you that state policing system, if established in the country would reduce the insecurity we are experiencing, this is a system being practised all over the world by countries that are larger than our own so I don’t know why every government are foot-dragging to establish this system.

In fact, it is a very simple system but very effective in curbing insecurity and ensuring the protection of every citizen.

SOJA : ( Looks on in amazement) Well, if you think state police  would curb and clip the wings of the bandits, that’s all well and good as long as the military is left to serve the federal government. l mean the military should be under the control of the president and not state governors.

I reason with you, when I went for peace-keeping abroad, I witnessed the effectiveness of state police system.

I think all the pressure groups in the country should support this idea.

CHIEF: Baba, let’s meet the senators in our constituency and educate them on the importance and usefulness of the system to solving the incessant terrorist attacks, may be the year 2024 would see the last of banditry, kidnapping and other acts of criminality in our country and around the country.
