TFWP: 10 steps to apply for Canada’s foreign workers programme

For many Nigerians looking to Canada, the Temporary Foreign Worker Programme can appear to be a straightforward route to securing a job abroad. It is not.

The process begins with the Canadian employer, involves several regulatory checks, and reaches the prospective worker only after important conditions have been met.

Canada is expecting to admit 60,000 temporary foreign workers through the TFWP in 2026, alongside 170,000 workers under its International Mobility Program.

But that figure should not be mistaken for 60,000 jobs waiting for Nigerians or other foreign nationals. Applicants still have to meet the requirements of the programme and secure legitimate employment.

Here are the 10 key steps involved in the process:

1. Start with a real job, not a visa promise

A prospective worker needs a genuine employment opportunity from a Canadian employer.

This is where applicants should be particularly careful because promises of guaranteed Canadian jobs or work permits in exchange for large payments can be a warning sign.

The job should come with clear information about the employer, position, salary, duties and location.

2. Check whether the employer can hire through TFWP

Not every Canadian employer can simply recruit workers from overseas. The employer must meet the requirements of the programme and demonstrate that hiring a foreign worker is justified.

For the applicant, this means checking the legitimacy of the employer and understanding the route through which the proposed employment will be processed.

3. The employer applies for an LMIA

In most cases, the Canadian employer must apply for a Labour Market Impact Assessment (LMIA).

This is a major part of the TFWP process. The assessment considers whether the employer genuinely needs a foreign worker and whether reasonable efforts have been made to recruit Canadian citizens or permanent residents.

4. Wait for the LMIA decision

The employer must obtain a positive or neutral LMIA before proceeding where an LMIA is required.

The worker should not assume that receiving a job offer means the application has already been approved. The LMIA and subsequent work-permit processes are separate stages.

5. Get the official employment documents

Once the employer has completed the required process, the worker should receive the documents needed for the work-permit application.

These include employment details and the relevant LMIA information. The salary, job duties and other terms should match the approved employment arrangement.

6. Make sure you qualify for the work permit

The worker must satisfy Canada’s eligibility requirements before applying.

Depending on the job, applicants may need to demonstrate relevant qualifications and experience.

They must also meet Canada’s admissibility requirements, which can include security and medical considerations.

7. Put your documents together

This is where applicants need to pay attention to detail.

A prospective worker should prepare a valid passport and the required employment, LMIA, qualification and work-experience documents.

Any additional documents requested for the particular application should also be provided.

The information must be truthful and consistent. A mistake or false document can jeopardise an application.

8. Apply for the work permit

With the employer’s process completed and the necessary documents in hand, the worker can submit the work-permit application.

The application should clearly demonstrate the connection between the applicant, the Canadian employer and the approved job.

The applicant should also ensure that every document required has been properly submitted.

9. Complete biometrics and other checks

Applicants may be required to provide their biometrics as part of the immigration process.

Depending on the circumstances and the nature of the job, Canada may also require a medical examination or other checks before reaching a decision.

10. Wait for approval before booking your journey

An applicant should not treat a job offer or an application as permission to enter Canada for work.

The worker should wait for the required approval and follow the instructions issued by Canadian immigration authorities.

Once approved, the worker must also comply with the conditions attached to the work permit.

What Nigerians need to understand

The most important thing about the TFWP is that there is no shortcut around the employer.

Canada uses the programme to help employers fill genuine labour shortages, rather than to provide an open application route for anyone who wants to work in the country.

The Canadian government has also changed some rules affecting low-wage temporary foreign workers.

From August 18, 2026, eligible employers operating multiple small locations can, in certain circumstances, calculate their foreign-worker limits using the workforce at individual locations rather than relying solely on their overall workforce.

That could create additional opportunities for some businesses, particularly those operating several small restaurants, care facilities or construction-related locations.

For Nigerians considering the programme, the practical lesson is clear: find the job first, verify the employer, understand the LMIA requirement and only then begin the work-permit process.

A Canadian work permit is the result of meeting immigration and employment requirements; it is not something that can legitimately be bought from an agent.
