The Confédération Africaine de Football (CAF) has announced sweeping reforms to its statutes and regulations aimed at strengthening confidence in referees, VAR officials, and its judicial bodies.
The continental governing body said the changes are designed to prevent a repeat of the controversies that marred the final of the TotalEnergies CAF Africa Cup of Nations (AFCON) Morocco 2025.
CAF noted that the initiative builds on the widely praised performances of match officials during the TotalEnergies CAF AFCON Côte d’Ivoire 2023, expressing its determination to restore trust and credibility in its officiating and disciplinary systems.
As part of the reforms, CAF will continue appointing highly respected African judges and legal experts to its Disciplinary Board and Appeal Board. These appointments are made by the CAF Executive Committee and the CAF Ordinary General Assembly, based on recommendations from its 54 Member Associations and Zonal Unions. The body emphasized that the independence and impartiality of its judicial structures remain a top priority.
CAF President Patrice Motsepe said the reforms are extensive and informed by expert legal consultations to align CAF’s statutes with global best practices.
“CAF is currently implementing far-reaching changes and improvements to the CAF Statutes and Regulations.
, which will strengthen the trust and confidence in CAF Referees, VAR Operators, Match Commissioners and in the CAF Disciplinary Board and Appeal Board,” Motsepe said.
He added that CAF is working closely with FIFA to enhance training and professional standards for African referees and match officials, while also pushing for better remuneration and professionalisation of officiating on the continent.
Motsepe reiterated CAF’s zero-tolerance stance on corruption and misconduct, noting that the governing body’s commitment to governance, ethics, and transparency has earned it increased support from sponsors and partners.
He also stressed CAF’s principle of equal treatment for all Member Associations, stating that no federation would receive preferential treatment under any circumstances.
CAF confirmed that issues relating to the AFCON 2025 final are currently before the Court of Arbitration for Sport (CAS), while its immediate focus remains on ongoing club competitions and preparations for African participation in the FIFA World Cup 2026.
The statement concluded with confidence that African nations will represent the continent strongly at the global tournament.
