The National Automotive Design and Development Council (NADDC) says it is repositioning to drive Nigeria’s transition to electric mobility through upgraded workforce skills, stronger standards, and improved infrastructure.
Director General of the Council, Oluwemimo Osanipin, disclosed this during the 2026 Strategic Management Retreat of the Council in Calabar, with the theme: “Driving Institutional Excellence: Aligning Capacity, Culture and Compliance with the NADDC Corporate Mandate.”
Represented by the Director of Vehicle Electrification, Engr. Ayinde Abdullahi, the DG said the NADDC must align its capacity, culture, and compliance to deliver on its corporate mandate.
“As the industry evolves with electric mobility, alternative fuels, and digitalisation, NADDC must function as a cohesive entity,” Abdullahi stated.
He identified capacity building as critical, noting that NADDC must develop a workforce that is technically skilled and ready for advances such as electric vehicles and vehicle cybersecurity.
He added, “Capacity development should focus on competency-based staffing, digital skills, and leadership development — the right people, with the right skills, in the right roles.
“Culture shapes how an institution behaves in the absence of supervision. We must foster ownership in place of excuses, collaboration in place of competition, and performance in place of routine.”
On compliance, he said it must be seen as essential to sustainable performance, covering procurement, expenditure, and ethical obligations.

He also emphasised that the agency must change how it measures success, moving beyond workshops and reports to outcomes.
Abdullahi listed key priorities to include strengthening technical capacity, accelerating digital transformation, deepening inter-departmental collaboration, and prioritising stakeholder service delivery.
“The future of Nigeria’s automotive industry depends not only on policy and technology, but on the quality of the institution driving that development,” he concluded.
In a goodwill message, the Chairman, House Committee on Industry, Hon. Dr. Enitan Badru, who was represented by Dr. Usman Ibrahim, said the NADDC sits at the centre of Nigeria’s industrialisation agenda.
He emphasised that the National Automotive Industry Development Plan (NAIDP) remains our compass and that, to ensure its success, NADDC must be strong, efficient, and excellent from within.
He pledged the support of the National Assembly in legislative backing, oversight, and a stable policy environment.
Chief Ndem Effiong, the Special Adviser to the Governor of Cross River State on Automobile Technicians Regulatory Department, welcomed the strategic management retreat in Calabar.
He said the state government’s partnership with NADDC is bringing massive development to the state and that it is looking forward to strengthening its partnership with the Council so as to unlock the sector for greater development.
