GPA urges Trump to reinstate Protect Life Rule

The Global Prolife Alliance (GPA) is seeking the reinstatement of the Protect Life Rule, remarking that refusal or delay by President Donald Trump could undermine the confidence among pro-life supporters and affect his political legacy.

A letter to Trump signed by the chairman of GPA, Dr    Njemanze, stated: “We write to express our deep concern regarding the current status of pro-life policy within your administration, particularly the continued absence of action toward reinstating the Protect Life Rule.

“During your first administration, the Protect Life Rule stood as a landmark achievement. It ensured that Title X funds were not directed to organizations involved in abortion, reflecting a clear and principled commitment to the protection of life. This policy not only fulfilled a key campaign promise but also demonstrated that strong pro-life convictions could be translated into effective and enforceable public policy.

“For this reason, many within the pro-life community anticipated its prompt reinstatement upon your return to office. However, more than a year into the current term, there has been no visible effort to restore this critical safeguard. Of even greater concern is the continuation and extension of policies introduced under the previous administration, which run contrary to the foundational principles of the Protect Life Rule.

“Importantly, the reinstatement of the Protect Life Rule is not only a matter of policy preference but is firmly grounded in long-standing U.S. law. The Hyde Amendment has, for decades, prohibited the use of federal funds for abortion, except in limited circumstances. Likewise, Title X of the Public Health Service Act explicitly provides that federal funds may not be used in programs where abortion is a method of family planning. This statutory interpretation was upheld by the United States Supreme Court in Rust v. Sullivan, affirming the authority of the federal government to ensure that taxpayer funds are not used to subsidize abortion-related activities. In addition, the Helms Amendment reflects a consistent legislative principle prohibiting the use of U.S. funds for abortion in the context of foreign assistance.

“Taken together, these authorities establish a clear and consistent legal framework supporting policies such as the Protect Life Rule. Its reinstatement would therefore represent not only a restoration of prior policy but also a reaffirmation of existing law and precedent.

“We respectfully submit that the continued delay risks undermining the confidence of pro-life advocates who have long supported your leadership on this issue. The protection of life, particularly in the context of federal funding, remains a matter of urgent moral and public importance.

“We therefore urge your administration to take immediate and decisive steps toward reinstating the Protect Life Rule and reaffirming its commitment to policies that align with established legal authorities and the protection of human life.

“This stands as one of the most consequential decisions of your presidency. It will define, in moral and historical terms, the difference between your administration and the last in its impact on the lives of millions of unborn children. The question is stark and unavoidable: will your administration act to defend these innocent lives, or permit their continued destruction under federal policy? As it is written in Revelation 6:9, the souls cry out before God from beneath the altar. Many people of faith see in this a solemn reminder that innocent blood calls out for justice. Leaders, therefore, bear a grave responsibility before God and history for how they protect the most vulnerable. We urge you to choose the path that upholds life, justice, and righteousness.”
