Official flag-off of Personnel Audit and Skill Gap Analysis Project (PASGA) for Federal Civil Servants on Tuesday, 21st October, 2025 in Abuja

The Federal Government has officially launched the Personnel Audit and Skill Gap Analysis Project (PASGA), codenamed Project Phoenix, aimed at transforming human resource management within Federal Ministries, Departments, and Agencies (MDAs).

Speaking at the flag-off ceremony, Secretary to the Government of the Federation, George Akume, represented by the Permanent Secretary of the General Services Office, Mohammed Danjuma, stressed the critical role of this initiative.

He remarked, “In today’s fast-paced and competitive environment, it is vital that our workforce possesses the right skills, knowledge, and drive for success. Personnel audit and organisational analysis are essential tools for identifying skill gaps, optimising our workforce, and enhancing performance management. By understanding our strengths and weaknesses, we can unlock potential, drive performance, and meet our goals.”

Permanent Secretary of the Ecological Project Office, Aishetu Ndayako, described Project Phoenix as an innovative effort to reposition the Federal Civil Service for improved and futuristic service delivery.

The project implementation partner, KnewRow Consulting’s Senior Managing Partner and CEO, Ayo Muritala, emphasised the strategic importance of the initiative, stating, “Project Phoenix is more than a verification exercise; it is a reform tool designed to help the government understand the personnel who power the public service. It’s about data, identity, capabilities, and national performance. We are collectively re-affirming that the Civil Service is rising anew, guided by credible data, aligned skills, and enhanced performance.”

Muritala assured that the audit process would be inclusive and comprehensive, noting, “Our team is fully mobilised to reach colleagues nationwide and even those outside the country. Staff will not need to travel to Abuja for verification. Every civil servant will be reached, and every record validated to ensure credibility and inclusiveness.”

Project Phoenix is expected to provide a comprehensive workforce profile that will guide future recruitment, training, deployment, and career progression decisions, while promoting efficiency, reducing redundancies, and strengthening the civil service’s data-driven management.
