Enugu State Electricity Regulatory Commission (EERC) has cautioned MainPower Electricity Distribution Limited against what it described as the unlawful creation of new customer accounts without providing meters, warning that the practice violates the state’s electricity regulations.
In a statement by the Commission, the regulator said it had received numerous complaints from customers, alleging that MainPower opened fresh accounts in their names without supplying the required meters.
The move, according to the Commission, exposes customers to additional estimated billing.
The EERC cited Section 35(1)(f) of the Enugu State Electricity Law 2023 as well as relevant provisions of its Customer Service Standard and Protection Regulations (CSSPR) 2024, which explicitly require that every new connection must come with an installed meter and accessories as stipulated in the Metering Code.

“The process of connection shall comprise the connection of residences or premises to public supply and the installation of a meter and associated accessories,” the regulation states.
It further stressed that the meters and materials needed for such connections are the responsibility of the service provider.
The Commission said it had formally directed MainPower to immediately stop creating new accounts for existing customers without providing appropriate metering.
The EERC also advised unmetered customers and new subscribers to explore the Meter Asset Provider (MAP) Scheme, which allows them to pay for meters upfront with guaranteed refunds under approved conditions. “Any new account created without a corresponding meter is in violation of the regulatory provisions,” the statement added.
