Dangote Industries Limited and Sinoma International Engineering Co. Ltd. have signed a Memorandum of Understanding (MoU) worth more than $800 million to expand the Dangote Cement plant in Itori, Ogun State, doubling its production capacity from six million to 12 million metric tonnes per annum.
The agreement, signed by President of Dangote Group, Aliko Dangote, and Chairman of Sinoma, Lin Zhong, is expected to strengthen Nigeria’s position as a leading cement producer and export hub in Africa.
The expansion is aimed at meeting rising domestic demand while significantly boosting exports to regional and international markets. It also aligns with Dangote Cement’s long-term strategy of increasing production capacity and driving export-led growth across the continent.
Speaking at the signing ceremony in Lagos, Dangote described the project as a major milestone in the company’s growth strategy and reaffirmed its commitment to supporting Nigeria’s industrialisation.
He thanked President Bola Tinubu for creating an enabling business environment, saying the administration’s push for the use of concrete in road construction influenced the company’s decision to expand the Itori plant.
Dangote also said the project supports the company’s Vision 2030 target of increasing its total cement production capacity to between 90 million and 100 million metric tonnes annually.
According to him, the expansion will enhance Dangote Cement’s ability to meet local demand while increasing exports to African countries, generating foreign exchange earnings, creating jobs and supporting economic growth.
“This $800 million investment represents another bold step in our commitment to strengthening Nigeria’s industrial base and reinforcing our leadership in Africa’s cement industry,” Dangote said.
“The expansion of our Itori plant to 12 million from six million metric tonnes per annum will not only enhance our ability to meet growing domestic demand but also significantly increase our export capacity, thereby generating valuable foreign exchange for the country. This project reflects our unwavering confidence in the Nigerian economy and our determination to contribute meaningfully to economic growth, job creation and regional trade across Africa.”

Dangote noted that the partnership with Sinoma has delivered several world-class cement manufacturing facilities across Africa and said the new investment demonstrates continued confidence in Nigeria’s economic potential.
Also speaking, Sinoma Chairman Lin Zhong described the agreement as another milestone in the long-standing partnership between both companies.
“We are honoured to deepen our collaboration with Dangote Group through this landmark expansion project,” he said.
“Over the years, our partnership has produced some of the most modern and efficient cement manufacturing facilities in Africa, and this new investment further demonstrates our shared commitment to industrial excellence.”
He said the expanded Itori plant would strengthen Nigeria’s position as a strategic manufacturing and export hub for Africa, adding that Sinoma would deploy its engineering expertise and advanced technology to ensure successful execution of the project.
Lin added that the investment reflects growing international confidence in Nigeria’s industrial sector and highlights the importance of strategic partnerships in driving infrastructure development, industrialisation and economic growth across the continent.
The Itori expansion is part of Dangote Cement’s broader strategy to consolidate its leadership in Africa’s cement industry through continuous investment in production capacity, operational efficiency and export competitiveness.
When completed, the expanded facility is expected to become one of the company’s major production and export hubs, supplying cement to both domestic and international markets while contributing to Nigeria’s ambition of becoming a leading industrial and manufacturing powerhouse.
