As Security Consultant and Strategic Initiative Lead at Ontario’s Ministry of Children, Community and Social Services (MCCSS), Soneye is redefining how public-sector institutions safeguard some of the province’s most sensitive data, data that touches the lives of Ontario’s most vulnerable populations.

Since stepping into his role, he has taken the helm of critical strategic security initiatives, advising cross-functional teams and technology leaders on the integration of security-first thinking into all government digital programs, from social assistance platforms to child protection systems.
He works directly with architects, policy analysts, and service delivery leaders to ensure security is not a barrier, but a blueprint. His approach prioritizes secure-by-design principles, embedding risk mitigation into every layer of system planning, procurement, and deployment.
Building Cyber Resilience with Empathy
Soneye’s work is both technical and deeply human. He oversees threat modeling and compliance activities, evaluates third-party risks, and conducts cloud and infrastructure reviews. But more importantly, he does so with a clear-eyed focus on citizen impact.
“Every vulnerability we close, every access control we tighten, it’s about protecting someone’s story, someone’s future,” he says.
By integrating frameworks like NIST CSF, ISO 27001, and the Ontario Public Service Cybersecurity Framework, Soneye is ensuring that every digital service, from housing support to disability programs, is delivered with the highest standards of privacy, integrity, and availability.
Leading with Vision, Delivering with Precision
Known internally for his calm leadership style and strategic clarity, Soneye has also led the design of security controls for cloud migration efforts, ensuring sensitive data stays protected even as the Ministry moves toward digital modernization.
He has played a key role in aligning the Ministry’s cybersecurity strategy with the province’s digital government agenda, leading cross-ministerial collaborations, engaging with external security vendors, and shaping governance structures that can withstand emerging threats.
