The World Bank has confirmed that Anambra State did not indicate interest in participating in its 2024 HOPE-Governance Programme, dismissing media reports that the state was denied access to the facility over alleged failure to meet required performance benchmarks.
The clarification was contained in a statement issued at the weekend by the Chief Press Secretary to Governor Chukwuma Soludo, Mr Christian Aburime.
According to the statement, the World Bank’s Implementation Status & Results Report on Nigeria HOPE-Governance (P181476), dated July 7, 2025, stated that “35 states and the Federal Capital Territory have expressed interest in participating in the programme. Anambra State did not express interest to participate in the programme.”
The report, the government noted, made no reference to the state being disqualified or failing to meet any eligibility benchmarks. Rather, it indicated that only states that expressed interest engaged the World Bank for guidance under the programme.

The Soludo administration described Anambra’s non-participation as a deliberate administrative decision rather than a sanction, explaining that the state evaluates development programmes based on its priorities and fiscal timelines before making commitments.
The government further disclosed that it is currently concluding due diligence and holding discussions with the World Bank, assuring that Anambra would participate in any programme that aligns with its development priorities.
It reiterated that the state remains committed to progressive policies and partnerships capable of advancing its development agenda.
The government, however, urged media organisations and members of the public to verify information before publication and avoid spreading claims capable of misleading the public.
