Six years ago, precisely on January 15, 2020, Senator Hope Odidka Uzodimma was inaugurated as the 16th governor of Imo state. He assumed office following a landmark judgment of the Supreme Court, which declared him the actual winner of the 2019 governorship election. He took the oath of office and framed his governance journey under the “3R” mantra, representing reconstruction, rehabilitation, and recovery. Uzodimma inherited a state grappling with infrastructure decay, institutional breakdown, insecurity, and economic stagnation. But six years on, he has unfolded a narrative of bold reforms, infrastructural renaissance, human capital development, and fiscal prudence that has repositioned Imo as a model of progressive governance in Nigeria. It has been a story of remarkable transformation reminiscent of what the state witnessed in the hands of Samuel Mbakwe soon after he took over from the military in 1979.

Today, and under Uzodimma’s management, Imo state is referenced as a beacon of resilient leadership and transformative governance with verifiable milestones that underscore a legacy of prudent, people-centered leadership. These have also elevated Uzodimma to a pan-Nigerian statesman, whose meteoric rise in national politics is referenced in governance discourse across the country.

Uzodimma kicked off his time on the governance of Imo state by confronting the state’s burden, which at the time stood at about N259 billion in liabilities. This accounted for crumbling infrastructure and a civil service plagued by ghost workers and arrears of salaries and emoluments. His initial reforms, aimed at redressing the situation and freeing the state resources, were focused on fiscal discipline, which led to the reduction of the debt to N99 billion without new borrowings. By 2025, he had tripled the internally generated revenue (IGR) of Imo through digital automation and settling inherited salary and pension backlogs. He launched the Imo Digital Economy Agenda (IDEA 2022–2026) programme to harness ICT for poverty eradication and economic inclusion. These also positioned Imo as a tech-savvy state. These foundational steps set the tone for Uzodimma’s governance model, which prioritised transparency. For these, he earned accolades from the Institute of Chartered Accountants of Nigeria (ICAN), which feted him for fiscal prudence.

Uzodimma’s most visible governance impact lies in infrastructure. Imolites refer to his impact here as “infrastructure revolution.” Inheriting dilapidated roads that isolated communities and stifled commerce, his administration has completed over 130 projects spanning more than 1,000 kilometers. This surpassed the combined efforts of his predecessors from 2007. Key federal roads, such as the 46km Owerri-Okigwe and 35km Owerri-Orlu dual carriageways were reconstructed, enhancing connectivity and reducing travel times by up to 50%. The 52km Owerri-Mbaise-Obowo-Umuahia Road, a dual carriageway commissioned by President Bola Tinubu in October 2025, has opened rural economies, boosting trade with neighboring Abia State.

His urban renewal impact in Owerri, the state capital, has touched the Assumpta Flyover at Control Post, which alleviates chronic traffic congestion and enhances. The Chukwuma Nwoha Road, from Orji Flyover to MCC Junction, features solar-powered lighting and a modern balloon-tech drainage system that effectively eradicated flooding in parts of the city. Beyond roads, the Sam Mbakwe International Cargo Airport has been upgraded with night-landing facilities and is fully operational at night. In 2025, the airport witnessed the export of over 500 tonnes of agro-produce and attracted international flights. The Emmanuel Iwuanyanwu International Convention Center (EIICC), a world-class conferencing facility that sits approximately 10,000 guests, built by Uzodimma, positions Imo as a tourism and conference hub, Government House Annex in Orlu, Concorde-Hilton Hotel (with boulevard renewal), among many others.

Other impactful initiatives include the dredging of the Orashi River for industrial access, rehabilitation of 305 primary health centers, and the construction of ultra-modern general hospitals in oil-producing areas like Ohaji/Egbema, Oguta, and Oru East. These projects were funded through a 74.64% capital expenditure allocation in Imo state budgets, have created jobs, reduced flooding, and improved urban aesthetics. There were also reasons Vanguard decorated him with the Infrastructure Governor of the Year award in 2025.

Uzodimma is in love with Education. He appreciates the place of education in the life of Imo people. Under his leadership, educational growth rose dramatically from one university in 2020 to three by 2025, including the revived Kingsley O. Mbadiwe University and the newly established University of Innovation, Science, and Technology in Omuma. He has to his credit the rehabilitation of over 300 primary and secondary schools and the extension of free education to secondary levels. To boost these, he ensured the recruitment of thousands of teachers who are also specially remunerated. To add to these, the Imo State University College of Medicine regained accreditation under his watch and has resumed medical personnel training.

For Uzodimma, too, youth empowerment is a deliberate policy. The Skill-Up Imo program has trained over 50,000 youths in digital skills like AI, cybersecurity, software engineering, and blockchain. This has enhanced their employability and entrepreneurship. In 2025, 10,000 artisans received tools under the Renewed Hope Initiative, while plans are underway to target 300,000 digital trainees by 2026. These initiatives address unemployment, with digital hubs like the proposed Digital Village at Egbu attracting partnerships with American firms.

In the health sector, the governor’s touch has ensured unprecedented reforms through the Imo State Health Insurance Agency (IMSHIA), which now provides health coverage to hundreds of thousands and has achieved between 35% to 40% monthly utilisation rates under the Basic Health Care Provision Fund (BHCPF). Statistics indicate that maternal mortality has declined in the state following upgrades and retooling of hospitals. The governor has plans to ensure that Imo provides Nigeria with its first state-owned robotic surgical center, which will help to reduce medical tourism.

Economically, Uzodimma tripled IGR without tax hikes. He did this leveraging digital land administration, a novel introduction in Imo state. Under him, too, Imo joined the gas derivation revenue beneficiaries, unlocking funds for development and opening more investment and job opportunities for Imo state. His agricultural reforms, including the $160 million Special Agro-Industrial Processing Project, have put more people back on the farms and enhanced food security. Uzodimma’s prompt payment of salaries and pensions, including settling arrears from prior administrations, built trust while the 2025 Imo Economic Summit targeted a $1 trillion economy, with attractions and incentives for global investors in hydrocarbons, agriculture, and tech. Recovery of assets like the Standard Shoe Industry from AMCON by settling N4 billion debts exemplifies fiscal acumen. However, Uzodimma came to Imo at the height of the security challenge that wrecked the economy of the southeast region. Imo was negatively impacted by the challenge. But through his dexterity for solution, and working in closer liaison with the federal government, the state has become safer through the systematic dismantling of criminal networks, which has enabled the return of nightlife to the state. This is enhanced by the unfolding of a special Imo State Security outfit, recently launched by the governor. These made him the uncontested choice for The Sun Governor of the Year, Leadership Governor of the Year 2025, and UN Peace Award (2022).

These achievements, among many others, have fostered Uzodimma’s influence among the community of governors, leading to his choice as the chairman of the Progressive Governors Forum, a very influential platform of governors elected under the APC flag. Uzodimma has been able to lead this platform through strategic engagements for the political stability and economic growth of Nigeria. He has also effectively applied his know-how in helping to shape APC’s strategic engagement with Nigerians, leading to his appointment, by President Bola Ahmed Tinubu, as the Renewed Hope Ambassador and Director-General for Party Outreach in November 2025, an attestation that his influence extends beyond the boundaries of the southeast region. Uzodimma’s endorsement of Tinubu for 2027, alongside South-East APC leaders, has become a strategic boost to the party’s regional presence. His 2025 book, ‘A Decade of Impactful Progressive Governance, launched in Owerri with President Tinubu and 26 governors present, cements his national stature as a quintessential statesman and democrat.

Uzodimma’s six years have rebounded Imo as a secure, economically vibrant state, with tangible transformations in infrastructure, education, health, and economy. His milestones in debt reduction, youth skilling, and massive projects, financial prudence, social services, and leadership empathy, affirm good governance. He has worked hard to rebuild Imo from near-collapse to a model of progressive governance, earning national recognition for transparency, infrastructure, and inclusive development. He has positioned Imo for long-term prosperity. Nationally, his rise from state governor to APC cornerstone exemplifies strategic influence and positions him as a bridge for South-East integration and an asset to the region.
