State police: PSC chair calls for thorough review of foundational issues ahead of creation

The Chairman of the Police Service Commission (PSC), DIG Hashimu Salihu Argungu (rtd), has called for thorough research into foundational issues affecting the Nigeria Police Force ahead of the creation of state police.

The chairman made the call when he received the Committee for the Implementation of State Police, led by Professor Olu Ogunsakin, during a working visit to the commission’s headquarters in Abuja.

Argungu, while calling on the committee members to study international examples of state policing, analyse the challenges faced and adapt lessons to the Nigerian context, told them to request additional time if needed to ensure thorough and effective recommendations.

DIG Argungu, who outlined a step‑by‑step approach for effective state policing, urged the committee to diagnose the root causes that have prompted the demand for state police and to make recommendations to address them.

He said, “Find out what went wrong that necessitated the quest for the creation of state police.” He also emphasised examining the relationship between federal and state offences, distinguishing between public and private wrongs, and reviewing the relevance of existing laws in the 21st century.

Professor Ogunsakin, in his address, listed the committee’s mandate to propose an operational framework for the establishment and coordination of state police structures, including recruitment, training standards and resource allocation. He said they were at the PSC to tap from the commission’s wealth of knowledge on the way forward.

He said, “We are here to tap from your wealth of knowledge to review the landscape, structure and foundation to assist the Nigeria Police Force to move forward.

“We cannot do it alone without tapping from the wisdom of the PSC. We are here to tap from your wealth of knowledge regarding the task before us to review the landscape, structure and foundation to assist the Nigeria Police Force to move forward.”
