The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has identified 22,074 suspicious personnel on the Federal Government’s payroll, scattered across various Ministries, Departments, Agencies (MDAs), and tertiary institutions. The Nigeria Police Force (NPF) emerged as the most implicated organization, with the financial impact of these irregularities estimated at N34.8 billion.
An ICPC report revealed that despite the implementation of the Integrated Payroll and Personnel Information System (IPPIS), the federal government disbursed N37.1 billion last year to these questionable employees. The report found that 12,714 personnel were listed on the payroll of various MDAs but were absent from the service-wide nominal roll during the entire year.
The investigation uncovered significant tampering and manipulation of the IPPIS system. Approximately 4,190 former police officers were still receiving salaries through IPPIS, and various corrupt practices were identified within 20 MDAs, including double salary payments, the inclusion of fictitious names, and the presence of ghost workers.

Further anomalies were discovered, such as 95 personnel listed on both the payroll and nominal roll, yet discrepancies emerged during identity verification. Additionally, 24 workers from around 20 MDAs were found to be receiving double salaries from multiple sources. In the Ministry of Works alone, 212 officers, with a combined monthly salary of N31.9 million, were absent from both the ministry’s and IPPIS’s nominal rolls.
The report also highlighted that within the NPF, 4,190 ex-employees were still drawing salaries in December 2023, totaling N980.3 million. Of these, 3,228 had consistent records across all validation parameters, while the remaining 962 had inconsistencies in their account details, names, and bank information.
