Concerned Independence Monitoring of Tertiary Institutions on Good Governance, has frowned upon the boarding of some universities’ workers on the Integrated Payroll and Personal Information System (IPPIS).
Its Coordinator, Abdullahi Sule, specifically complained that some civil servants at the Federal University of Agriculture Mubi were verified and on-boarded on IPPIS platform in February 2025, but said some officials insisted on the old IPPIS method that has brought much pains on worker.
In a circular dated October 8, 2024, the former Accountant-General of the Federation, Dr Oluwatoyin Madein, had provided details of the transition
plan.
The circular issued by the Accountant-General, read: “the payroll for October 2024 will still be processed through the IPPIS platform, but starting in November, institutions will handle their payroll independently.
“The AGF’s IPPIS department will verify these records, and payments will be made via the Government Integrated Financial Management Information System”.
Madein emphasised the importance of adhering to the new guidelines, stating, “The payrolls for October 2024 for the tertiary institutions shall be processed on the IPPIS platform while that of November and December 2024 shall be processed by the institutions, checked by OAGF IPPIS, and payment made through the GIFMIS platform.”
But Sule said: “Unfortunately, instead of IPPIS to focus on the settlement of the outstanding liabilities owing tertiary institutions, it is surprising to note that employees of those institutions are still being boarded on IPPIS platform as ghost workers.
“We do not want that. All universities should abide by the new directives, because most families are suffering from the old IPPS scheme. We call on the authorities to act fast to salvage the problem.”
