Nigerian Independent System Operator (NISO) has intensified compliance enforcement on free governor control across the generation fleet, including field inspections, conditional derogations with fixed expiry dates.
Speaking at the 2026 hydro generation planning meeting, in Niger State, Managing Director and Chief Executive Officer (MD/CEO) of NISO, Engineer Abdu Bello Mohammed, said that the operator has also carried out a penalty framework in accordance with Nigerian Electricity Regulatory Commission’s (NERC’s) regulatory directives.
“I raise this not to single anyone out, but because it is the clearest illustration of what this meeting is really about: turning a station’s stated flexibility into a demonstrated, contractually reliable capability. Every hydro unit in your various plants has a governor-response profile that NISO can see. That visibility should inform how we plan together, not just how we enforce afterward.
“Hydroelectric generation, subject to the technical characteristics of individual units and prevailing hydrological conditions, also supports reserve provision, voltage support and system restoration” he said, adding that hydro generation planning is therefore not simply an exercise in determining how many megawatts will be available at a given period. It is an integral component of national power-system planning and grid security management.
According to Mohammed, for NISO, the central question is not only how much energy the hydro stations can generate.

It is also how can NISO optimally and sustainably utilise available hydropower resources to maximise energy delivery, preserve system security and provide the flexibility required to operate the Nigerian electricity grid reliably?
NISO equally emphasised that hydropower occupies a strategic position in Nigeria’s electricity supply industry. Beyond the quantum of energy the hydroelectric stations contribute to the national grid, hydropower provides operational characteristics that are increasingly valuable to a system challenged by generation variability, changing demand patterns and transmission constraints.
“I want to be direct about one of those characteristics: frequency regulation. Governor response is no longer a theoretical attribute we describe in planning documents, it is a measured, monitored and, where necessary, enforced obligation” he said
The MD, however, called for collaboration among the operators in the electricity generation and distribution value chain, saying that NISO cannot do it alone.
“We must recognise, however, that effective system operation cannot be achieved by NISO acting in isolation. It requires a high degree of co-ordination among generation companies (GenCos), Transmission Company of Nigeria (TCN), distribution companies (DisCos), water-resource authorities, regulators, market participants and other critical stakeholders” he said
