The Nigeria Civil Aviation Authority (NCAA) has disclosed that Max Air refunded N182.1 million to 956 passengers between April and June 2026, as the regulator continues to monitor airlines’ compliance with passenger rights and consumer protection regulations.

In a post on its verified X (formerly Twitter) account on Tuesday, the NCAA commended the airline for processing the refunds but urged it to resolve passengers’ refund requests more promptly in line with the provisions of Part 19 of the Nigeria Civil Aviation Regulations (NCAR) 2023, which outlines the rights of air travellers and the obligations of airlines.

According to the regulator, the airline paid N182,099,018.88 in ticket refunds during the second quarter of the year.

“In the second quarter of 2026 (April, May, June), domestic operator, Max Air paid out ticket refunds to the tune of 182,099,018.88 naira, to nine hundred and fifty six passengers.

“While this is appreciated and acknowledged, we look forward to quicker resolution of passenger refund claims in line with Part 19 of the NCAA Regulations 2023.” The Authority reiterated its commitment to protecting the rights of air travellers while ensuring that airlines and other aviation stakeholders comply with existing consumer protection rules. It said passenger welfare remains a key priority of the regulator, stressing that airlines are expected to process valid refund requests within the timelines stipulated by the regulations whenever flights are cancelled, significantly delayed or passengers are otherwise entitled to compensation.

The latest disclosure comes amid the NCAA’s renewed enforcement of consumer protection measures aimed at improving service delivery and restoring public confidence in Nigeria’s aviation sector.

The regulator has in recent months stepped up oversight of domestic airlines, publishing operational performance reports and warning operators that fail to comply with consumer protection requirements.

On December 24, 2025, the NCAA identified Max Air as the domestic carrier with the second-highest rate of flight delays during the review period, behind Air Peace. The Authority subsequently warned that airlines found to be violating consumer protection regulations, including those relating to refunds, delays and passenger compensation, would face appropriate sanctions.

The NCAA has consistently maintained that strict enforcement of the Nigeria Civil Aviation Regulations is necessary to promote accountability among airlines, improve service standards and ensure that passengers receive the level of protection guaranteed under the law.

The regulator also urged passengers to report cases of delayed refunds and other consumer rights violations through its designated complaint channels, assuring the flying public that it will continue to hold operators accountable for compliance with the country’s aviation regulations.
