Lagos lawmaker accounts for 3 years in office, lists 5,000 streetlights, scholarships, business grants

Lagos lawmakers urge Sanwo-Olu to tackle scavengers, manhole thieves

Member representing Amuwo-Odofin Constituency I in the Lagos State House of Assembly, Stella Foluke Osafile, has presented her three-year legislative and constituency development scorecard, claiming to have facilitated the installation of more than 5,000 solar streetlights, educational assistance for hundreds of students, business loans and grants, as well as road rehabilitation and healthcare interventions across the constituency.

Osafile, who appeared before residents at an accountability town hall organised by Amuwo Residents for Better Representation (ARBR), also disclosed that more than 300 constituents had benefited from digital marketing and artificial intelligence training, while over 150 youths received information technology training and more than 200 others acquired skills in photography, videography, acting and other creative fields.

The interactive meeting, held on October 17, 2026, at Rockview Hotel, Festac Town, Lagos, provided an opportunity for constituents to assess the lawmaker’s performance since assuming office in 2023 and raise concerns about legislation, infrastructure, education, healthcare, security, economic empowerment and other challenges confronting Amuwo-Odofin.

Presenting her record, Osafile listed legislative activities, constituency projects and empowerment programmes which she said had been undertaken or facilitated during her three years in office, including interventions in education, public lighting, road maintenance, water supply, business financing and social welfare.

According to her, more than 200 tertiary institution students and over 100 primary school pupils had received educational grants, while nine women were awarded full scholarships to study at Roxburgh University in Switzerland.

She also reported the distribution of more than 25,000 books and other learning materials to primary schools as part of efforts to improve access to educational resources.

On youth development, the lawmaker said more than 300 residents participated in digital marketing and artificial intelligence training, with laptops and other work tools presented to 10 outstanding participants.

She added that more than 150 youths completed an intensive information technology programme, while over 200 people received training in media and entertainment-related skills, including photography, videography and acting.

Osafile said more than 150 women and young people also benefited from the distribution of sewing machines, grinding machines, solar kits and laptops intended to support vocational development, self-employment and economic independence.

On business support, the lawmaker disclosed that interventions facilitated through the Lagos State Employment Trust Fund (LSETF) included loans of up to N5 million for more than 70 business owners and grants of up to N500,000 for over 20 businesses.

She also cited the Start Right Lagos initiative, through which 15 local businesses reportedly received assistance of up to N2 million each, while more than 300 constituents benefited from federal cash transfers of N50,000 per person.

In agriculture and food security, Osafile said more than 250 residents received urban farming training, while 20 farmers were provided with fertilisers. She also listed food distribution programmes and welfare packages organised during Eid and Christmas celebrations.

The lawmaker identified road repairs and reconstruction along Second Avenue, Seventh Avenue and Durbar Junction among infrastructure interventions she had facilitated in the constituency.

She also reported the replacement of more than 150 stolen manhole covers with theft-resistant alternatives and collaboration with the Festac Town Residents Association on the installation of security access gates.

On public lighting, Osafile said more than 5,000 solar streetlights had been installed across Mile 2, Festac Town, Abule Ado, Otei Garden and surrounding communities, while a public borehole was constructed in Mile 2 Estate to improve access to water.

In the health sector, she reported that more than 300 residents received financial assistance for emergency hospital bills and surgical procedures, alongside free Hepatitis B testing and vaccination programmes and health screenings for elderly residents in Mile 2 Estate.

Environmental interventions, according to her, included sanitation campaigns under the Clean Up Amuwo initiative, as well as assistance to residents whose vehicles were reportedly seized during task force operations.

Beyond constituency projects, Osafile outlined her legislative record, including sponsorship of the Lagos State Wealth Fund Bill and co-sponsorship of bills relating to real estate regulation, public finance management, energy, land registration and research funding.

She also highlighted her participation in the consideration of appropriation laws between 2023 and 2026, alongside legislative measures relating to electricity, local government administration, the Lateef Jakande Leadership Academy and the Lagos State Independent Electoral Commission.

On motions and advocacy, the lawmaker said she had raised concerns about insecurity, flooding, deteriorating roads, drug abuse, open defecation, excessive rent charges and noise pollution.

Other issues she identified included the establishment of guidance and counselling units in secondary schools, technology-driven measures to prevent sexual and gender-based violence, financial autonomy for local governments and local council development areas, and the creation of state police.

Osafile commended ARBR for providing a platform through which residents could engage their elected representative and assess the progress made on constituency development priorities.

She described sustained interaction between elected officials and constituents as an important element of democratic accountability, noting that such engagements provided opportunities for feedback on government policies and legislative interventions.

Earlier, the Chairman of ARBR, Chima Nweke, said the organisation was established as a non-partisan platform to promote good governance, quality healthcare, sound education, human development and infrastructure growth in Amuwo-Odofin.

Nweke explained that the initiative was intended to strengthen communication between residents and elected officials, encourage representatives to fulfil their campaign promises and provide constituents with opportunities to raise concerns about public services and development needs.

He said the organisation “believes that sustained dialogue between the people and their elected representatives is essential to achieving meaningful development.”

According to him, regular engagements would enable residents to monitor the activities of elected representatives and seek clarification on programmes, policies and projects affecting their communities.

ARBR reaffirmed its commitment to facilitating constructive dialogue between residents and public officials, maintaining that accountability and public participation were necessary to ensure that development initiatives addressed the needs of the constituency.
