ICPC urged to probe alleged diversion of 532 empowerment vehicles in Kaduna

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has been urged to investigate the alleged withholding and possible diversion of hundreds of constituency empowerment items procured for residents of the Kaduna North Federal Constituency.

A resident of Kawo in the Kaduna North Local Government Area, Ibrahim Sa’id Alkali, filed a petition dated June 23, 2026, alleging that empowerment items worth millions of naira failed to reach the intended beneficiaries, despite being delivered several months ago.

The constituency is being represented in the House of Representatives by Hon. Mohammed Bello El-Rufai.

In the acknowledged copy of the petition, Alkali called on the anti-graft agency to investigate the procurement, delivery, custody, and distribution of the items acquired through public funds for poverty alleviation, youth development, agricultural support, and economic empowerment.

The items listed include 212 tricycles, 320 motorcycles, 450 sewing machines, 24 vehicles, 200 water-pumping machines, and 5,500 bags of rice.

The petitioner alleged that there was no verifiable record showing that these items were ever distributed to constituents.

Information available to residents, the petitioner alleged, indicated that some items arrived two years ago, while others were delivered about 10 months ago.

He further alleged that the items might be stored outside the constituency, citing warehouses in Minna (Niger State), Abuja’s Idu District, and a residential property on Danja Road in Kaduna. While admitting he could not independently verify the claims, Alkali argued the widespread allegations would warrant an ICPC probe.

“The public nature, value, and intended beneficiaries of these items make it imperative for an independent agency to establish the facts,” the petition stated.

Alkali stressed that the request does not presume guilt but seeks transparency. He urged the ICPC to track the contractors, verify the current location of the assets, uncover any potential concealment or unlawful sales, and ensure the resources reach their rightful beneficiaries.
