Aig-Imoukhuede Foundation, in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS), has unveiled the second edition of its federal civil service directors’ training programme, focusing on sharpening policy writing and review skills.
The programme, delivered by Pan-Atlantic University and launched in Abuja, is designed to equip directors in the federal civil service with the tools to translate the government’s priorities into effective, citizen-centred policies. The initiative builds on the 2024 edition, which focuses on project management, communication and leadership capacity.
Speaking at the opening ceremony, Director of Programmes at the Aig-Imoukhuede Foundation, Chioma Njoku, underscored the pivotal role directors play in shaping governance outcomes.
“Directors are the architects of policy within the civil service. When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery and tangible improvements in citizens’ lives. This programme is an investment in Nigeria’s future,” she said.
The training will span the entire policy lifecycle, from conceptualisation and drafting to critical review and evaluation. Case studies will highlight real-world examples of how sound policy-making can directly improve lives, such as regulatory reforms that support small businesses and health interventions that ensure essential supplies reach local clinics on time.

Representing the private sector, Vice Chairperson of OPTS HR Subcommittee, Eluemuno Olumagin, stressed that building a capable civil service is not just a government imperative but a national one.
“A strong and efficient civil service is the foundation for a stable and prosperous Nigeria. For us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest and create jobs. By funding and partnering on this programme, we are investing in capable public leaders, whose strategic decisions can unlock growth, foster stability and improve life for millions of Nigerians,” she stated.
At the heart of the initiative is the recognition that civil servants must be supported to translate visionary government policies into practical, evidence-based outcomes. While the Nigerian Civil Service comprises dedicated professionals, bottlenecks in the policy pipeline have long hindered the seamless delivery of public services.
The Foundation noted that its collaboration with OPTS and OHCSF reflects a broader commitment to strengthening governance institutions and bridging the gap between policy intentions and citizens’ needs.
By targeting senior civil service leaders, the programme seeks to foster a culture of accountability, responsiveness and measurable impact in government delivery.
