FG launches rigorous process to appoint five new perm secs

The Office of the Head of the Civil Service of the Federation (OHCSF) has invited screened candidates to sit for the written examination as part of the ongoing process to fill five Permanent Secretary positions, a process approved by President Bola Tinubu.

The selection process—the written examination—starts Monday, September 15.

According to a statement issued by Director, Information and Public Relations, Eno Olotu, the Office of the Head of the Civil Service of the Federation (OHCSF) announced that the candidates, all Grade Level 17 officers cleared through an extensive screening and verification exercise, will take the exam at a secure federal facility. The screening process involved background checks, asset declarations, and anti-corruption clearances monitored by agencies including the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Department of State Services (DSS), which conducted a thorough vetting process. Candidates also submitted asset declarations to the Code of Conduct Bureau, while ongoing anti-corruption clearances involve the EFCC, ICPC, and DSS.

Following the written exam, successful candidates will undergo an ICT proficiency test on Wednesday, September 17, and then participate in a final oral interview on Friday, September 19. Panels for these stages comprise serving and retired Permanent Secretaries, senior civil service officials, private sector representatives, and anti-corruption agency observers to ensure transparency and meritocracy.

The five vacancies arise from retirements and new zonal appointments linked to the creation of additional ministries, covering Imo State, the Federal Capital Territory, and the North-Central, North-East, and South-East zones.

Head of the Civil Service of the Federation, Didi Walson-Jack, affirmed, “This exercise reflects the Federal Government’s firm commitment to strengthening institutional capacity, promoting professionalism, and ensuring a transparent and merit-based public service leadership. It underscores the Administration’s dedication to improving service delivery and driving national development.”

She stressed the government’s commitment to a transparent and merit-based selection process. “The process has been carefully structured to ensure transparency, credibility, and merit, in line with the Administration’s commitment to good governance. Only qualified and competent officers are being considered,” she said.
