The Federal Government has launched an Electronic Document Management System (EDMS) to boost agricultural service delivery, strengthen transparency, and preserve institutional memory.
Minister of Agriculture and Food Security, Abubakar Kyari, said the EDMS was developed under the broader Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25) and is designed to digitise records, automate workflows, and drastically reduce reliance on paper-based processes.
Kyari explained that the system aligns with the Federal Government’s goal of achieving 80 per cent digitalisation of government operations by the end of 2025 and a fully paperless civil service by 2030.
He added that the initiative would fundamentally transform how records are created, processed, stored, accessed, and secured within the Ministry.
The Minister emphasised that the EDMS would significantly reduce dependence on paper-based processes, eliminate delays associated with manual file movement, enhance collaboration across departments, improve document traceability, and strengthen audit and security controls. According to him, these improvements are critical to informed decision-making, policy continuity, and effective governance.
Kyari noted that for a ministry as strategic as Agriculture and Food Security, one that plays a central role in livelihoods, economic diversification, and national stability, efficiency and responsiveness are non-negotiable. He said the EDMS would serve as an enabler, ensuring seamless information flow, timely decision-making, and the preservation of institutional knowledge for continuity and future planning.
He urged staff of the Ministry to fully embrace the system and integrate it into their daily operations, stressing that the success of the EDMS would not be measured solely by its technical capabilities, but by collective discipline in usage, adherence to established workflows, and continuous capacity building.
The Minister lauded the Permanent Secretary, the Department of Planning and Policy Coordination, the project implementation team, as well as all directors and staff who contributed to the successful deployment of the solution.
“Change is often challenging, but your cooperation and openness demonstrate a shared understanding that a modern public service must be agile, technology-driven, and results-oriented,” he said.
Kyari also commended the implementation consultants, Quomodo Systems, for their professionalism, technical competence, and unwavering commitment throughout the project, noting that their collaborative engagement and understanding of public sector processes were instrumental in delivering DOC STREAM, a robust, secure, and user-centric EDMS tailored to the operational realities of the Ministry and aligned with its digital transformation objectives.
In his remarks, the Minister of State for Agriculture and Food Security, Aliyu Sabi Abdullahi, said the EDMS would transform how official records are created, managed, stored, retrieved, and secured. He added that the initiative would reduce dependence on paper-based processes, minimise delays in file movement, improve collaboration across departments, and strengthen records security and audit trails.
“Ultimately, this system will support faster decision-making and more effective governance within the Ministry,” Abdullahi said. Also speaking, Head of the Civil Service of the Federation, Didi Esther Walson-Jack, said the Ministry of Agriculture and Food Security occupies a pivotal position in Nigeria’s development architecture.
She noted that the Ministry’s mandate spans food security, agricultural productivity, value-chain development, rural livelihoods, and national nutrition outcomes, adding that it was both timely and commendable for the Ministry to adopt a modern, secure, and efficient approach to records management.
Permanent Secretary, Dr. Marcus Ogunbiyi, described the launch as a significant milestone in the Ministry’s journey towards digital transformation, operational efficiency, and improved service delivery. He commended the cooperation of directors and staff, noting that digital transformation is essential to building a modern, agile, and results-oriented public service.
