The Federal Executive Council (FEC) has approved a new initiative to bring all humanitarian assistance, social protection and poverty reduction efforts in Nigeria under one coordinated system.
The initiative, named the ‘One Humanitarian One Poverty Response System (OHOPRS)’, was presented to the Council by the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro.
In a statement by the minister’s Senior Technical Adviser on Information Systems and Data Analysis, Dr Abimbola Fasanu, he described OHOPRS as a key pillar of President Bola Tinubu’s Renewed Hope Agenda and a framework through which the Federal Government aims to lift millions of Nigerians out of poverty.
He lamented that programmes for vulnerable Nigerians had, for years, run largely in isolation across the government, development partners and humanitarian organisations, noting that the result had been duplication, gaps in coverage and families that received emergency help with no clear route to recovery.
He said OHOPRS was not just another programme but a system reset, which works as a data-driven national operating system, placing the household at the centre of planning, delivery and measurement.

He noted that the programme would ensure that a family displaced by conflict would not only receive food, shelter and healthcare, but would also be connected to social protection, education, skills training and livelihood support, so that relief becomes the first step towards self-reliance.
“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. The OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” the Minister said.
He said the approval moved the initiative from a nationally adopted framework into the formal architecture of the Federal Government, and that the true measure of the reform would be how well interventions worked together to improve the lives of Nigerians, not how many were undertaken.
According to the minister, OHOPRS was created with technical input from development partners and other stakeholders at a workshop held at the UN House, Abuja, in March 2026. “It was unveiled on August 26 by Senator Oluremi Tinubu, alongside the Minister, in Abuja,” he added.
He submitted that, with the FEC’s approval secured, the Ministry would work with the government’s institutions, subnational authorities, development partners and other stakeholders to put the framework into practice.
