Each ward gets N1bn for capital projects – Abbo vows budgeting style change if elected Adamawa gov

Elisha Abbo

The Labour Party governorship candidate in Adamawa State, Senator Ishaku Abbo, has promised to allocate N1 billion to each of the 226 wards in the state for capital projects if elected governor in 2027.

Abbo made the pledge in a Facebook post on Friday, where he unveiled what he called the Linear Budgeting System.

He said, “By 2027, when I am elected Governor of Adamawa State, I will change how we do budgeting in this country.

“Each of the 226 wards in Adamawa State will be budgeted one billion Naira (₦1,000,000,000.00) for capital projects in each ward.”

Abbo, a former senator representing Adamawa North who was removed from the Senate by the Court of Appeal in October 2023, emerged as the Labour Party’s governorship candidate after leaving the African Democratic Congress (ADC) over its leadership crisis in May 2026.

He based his proposal on the state’s 2026 budget, which he put at N753 billion, including a N169 billion supplementary budget.

According to him, N209 billion of the budget is for recurrent expenditure covering personnel, overhead and others, while N544 billion, including the supplementary budget, was budgeted for capital projects.

“Imagine if we budget one billion Naira (₦1,000,000,000.00) to each ward. That is ₦226,000,000,000.00 only out of the ₦544,000,000,000.00 capital budget for development in our 226 wards.

“We still have an excess of ₦318,000,000,000.00 to finance legacy projects and industrialisation in Adamawa State,” he explained.

He said the Linear Budgeting System would be implemented by the Ward Development Committee of each ward, supervised by the Ministry of Rural Development and Urban Renewal.

Abbo has previously described the system as a community-driven budgeting framework designed to decentralise development planning and place communities at the centre of project implementation.

Under the proposal, ward councils comprising traditional rulers, women, youths, farmers, artisans, religious leaders, persons with disabilities, professionals and representatives of community organisations would identify and prioritise development needs for inclusion in the annual state budget.

The LP gubernatorial candidate said, “I know that when someone is very intelligent and operating on a very high frequency, it is difficult to understand him.

“If you are against giving money back to the villages for development, you need help.”

The Adamawa State Executive Council had approved a supplementary budget of N169.106 billion for the 2026 fiscal year, raising the state’s total budget to N752.437 billion.

The original 2026 budget signed by Governor Ahmadu Umaru Fintiri was N583.3 billion, comprising N209.64 billion for recurrent expenditure and N373.69 billion for capital projects.
