The Federal Civil Service Commission (FCSC) has issued a comprehensive statement addressing concerns raised by candidates regarding the ongoing 2025 directorate level promotion examinations conducted via computer-based testing (CBT).
The Commission appealed for patience and understanding as it navigates operational challenges associated with transitioning from traditional paper examinations to a fully digital platform.
The statement by Taiwo Hassan on behalf of the Commission’s chairman, acknowledged the inconveniences candidates experienced during the preparation and testing phases. It specifically referenced recent social media posts highlighting the difficulties and affirming the Commission’s awareness and commitment to resolving them.
“With most innovations, there are inevitable gaps; and transitioning from manual examinations to CBT, presents hurdles for both the Commission and candidates,” the FCSC explained.

It added that the use of the Joint Admissions and Matriculation Board (JAMB) facilities for the conduct of the exams in the Federal Capital Territory had been a strategic move to ensure credibility and transparency. The Commission underscored its priority on maintaining a fair examination process and ensuring candidates’ convenience.
To improve the process, the FCSC disclosed plans to potentially decentralise examination centres across Nigeria’s 36 states and the FCT. It is exploring technology-enabled solutions aimed at making future examinations more accessible and seamless for all candidates.
The Commission further revealed the ongoing discussions led by the Head of the Civil Service of the Federation to enable eligible officers who must travel outside their duty stations to sit for the exams to claim duty tour allowance (DTA). This initiative follows Public Service Rule (PSR) 140107 and existing Financial Regulations, contingent upon resource availability.
The statement concluded with a reassurance that the steps were geared toward enhancing the candidate’s experience and safeguarding examination integrity.
The commission reiterated its dedication to continuous improvement of the directorate CBT promotion examination process.
