The House of Representatives Committee on Legislative Library, Research and Documentation has threatened to recommend sanctions against the Director-General of the National Institute for Legislative and Democratic Studies (NILDS), Professor Abubakar Sulaiman, over alleged participation in the 2026 All Progressives Congress (APC) governorship primaries in Kwara State without resigning his appointment.
The chairman of the Committee, Yusuf Shittu Galambi, who disclosed this, at an investigative hearing , on a petition against the NILDS DG, expressed dismay over the failure of Sulaiman to appear before the panel, after repeated invitations.
The panel is investigating a petition alleging that Sulaiman participated in the APC gubernatorial primary, in Kwara State, for the 2027 general election, without resigning his position.
The Committee chairman, while explaining that NILDS boss has been invited on three different occasions, stated his failure to honour the invitations amount to disrespect for Parliament.
He noted that since Sulaiman has failed to appear before the Committee to defend the allegations against him, the panel would conclude its investigation and submits its report to the House.
According to him, “We invited the DG of NILDS to appear before this honourable committee on the 18th of June; he refused to come. We gave him a second chance on the 24th of July; he did not honour the invitation, and today, 4th of August, he did not show up. Meanwhile, the petitioners are always here, waiting to prove the allegations against him.
“Our committee believes that if allegations are levelled against someone and he is given an opportunity to defend himself, and he refuses, it means he has something to hide.
“So, in our resolution today, following his refusal to appear before the committee, the committee has resolved that the allegations against him stand. We are going to write our recommendations to the House, and the allegations stand.”
Nonetheless, Galambi added that should the NILDS DG decide to avail himself of the opportunity to respond to the allegation against him, before the investigation winds up, the committee will oblige him.
He said “if he decides to come and defend himself before we write our report and recommendations, we will allow him.”
