Abia State has been rated among the best fiscal performing states in the 2025 BudgIT Report, ranking 4th on the fiscal performance table.
A government statement quoting the recent 2025 BudgIT report said this was a significant achievement for Abia State, marking the first time it has featured in the top 10 since the report’s inception 10 years ago.
The statement attributed the feat to Dr. Alex Otti’s focused leadership which has also earned Abia a state of place by the Debt Management Office (DMO) report earlier in the year.

In the same 2025 BudgIT Report according to the statement, Abia led all States in terms of capital expenditure, spending 77.05% of her total budget envelope to capital projects.
The BudgIT ranking is based on five key metrics, including State’s ability to meet operating expenses using Internally Generated Resources (IGR), year-on-year IGR growth, capacity to cover expenses and loan obligations without borrowing, debt sustainability, and prioritization of capital expenditure over recurrent spending.
BudgIT relies strictly on factual economic and financial data to objectively evaluate and analyze the financial management and sustainability of States in Nigeria.
