•Insecurity: Tinubu needs to do more
Director of Publicity and Advocacy and Spokesperson of the Northern Elders Forum (NEF), Abdul-Azeez Suleiman, has described the North as a peacemaker and big brother that has deliberately allowed power to shift to the South-West on two occasions despite its numerical strength to retain power.
In an interview with NOAH EBIJE in Kaduna, Suleiman recalled how the North allowed Olusegun Obasanjo to become President in 1999, and also gave President Tinubu his winning votes in 2023 even though some prominent Northerners were also running. He cautioned that any attempt by other regions to exclude the North from participating in the presidential race would cause disunity and instability in the country. He spoke on other issues.
There are criticisms in some quarters that the Northern Elders Forum (NEF) can no longer bite but merely barking on political issues in the country. What went wrong?
The criticisms suggesting that the NEF has lost its influence on political issues are false, unfounded, and baseless. The NEF remains as influential as ever, serving as the strongest voice in the North. Its historical role in advocating democratic processes and fair representation, as well as its ability to bring together influential figures from the region, solidifies its continued relevance in shaping the political landscape of Nigeria. The NEF has a rich history of actively participating in political discourse and advocating for the interests of the Northern region. It has consistently played a significant role in shaping political decisions, particularly in the selection of candidates for various political parties. The forum has been instrumental in ensuring that party candidates emerge through constitutional and democratic processes, rather than through imposition. Contrary to the notion that the NEF has lost its influence, it is important to note that the forum has never participated in electioneering as a group. Instead, its primary role has been to advocate democratic principles and fair processes within political parties. By doing so, the NEF has successfully compelled major political parties to select their candidates in accordance with democratic principles, ensuring a level playing field for all aspirants. The claim that the NEF has lost its influence in securing the presidency for the North in the 2023 elections is baseless too. It must be understood that the NEF does not have the power to single-handedly determine the outcome of elections or impose candidates. However, its influence lies in its ability to shape the political landscape by advocating for democratic processes and fair representation. Moreover, the NEF’s influence extends beyond the selection of candidates. It serves as a platform for Northern leaders to voice their concerns, aspirations, and demands. The forum’s ability to bring together influential figures from the North ensures that their collective voice is heard and considered in political decision-making processes. The NEF’s influence is not solely limited to the political sphere. It also plays a crucial role in addressing socio-economic issues and promoting unity within the Northern region. The forum serves as a platform for dialogue, fostering understanding and cooperation among diverse groups within the North. Its ability to bring together various stakeholders ensures that the region’s interests are effectively represented and addressed.
Some people are saying that the North may not produce the President until 2031 after President Tinubu might have finished two terms in office. What is your reaction?
In a free and fair contest devoid of deployment of incumbency might, the claim that the North may not produce the President in 2027 is not plausible, given the region’s dominant numerical superiority. Historically, the North has played a significant role in shaping Nigeria’s political landscape. The region has produced prominent leaders who have held the presidency such as Shehu Shagari, Umaru Yar’Adua and Muhammadu Buhari. The North competed with other regions and defended its political interests very well. It occasionally lost ground when it made massive sacrifices to keep the nation united and push it past critical turning points when national survival was threatened. These leaders have contributed to the development and governance of Nigeria, showcasing the region’s political prowess. Throughout Nigeria’s history, the North has played a significant role in the country’s political landscape. The region has consistently competed with other regions, effectively defended its political interests, and occasionally made sacrifices to maintain national unity. This essay will argue that the North’s deliberate ceding of power to Obasanjo from the Southwest and the engineered shift of power to ensure the southern presidency of Bola Tinubu exemplify the region’s political competitiveness and its commitment to national unity.
The North’s political competitiveness can be traced back to Nigeria’s independence in 1960. The region, with its large population and significant political influence, has consistently vied for power and representation in the country’s governance. This competitiveness has been evident in various instances, such as the deliberate ceding of power to Obasanjo from the Southwest. In 1999, Nigeria transitioned from military rule to civilian democracy, and Olusegun Obasanjo, a Yoruba from the South-West, emerged as the president. This transition marked a significant moment in Nigeria’s history, as it was the first time power was transferred peacefully from one civilian government to another. The North, recognizing the importance of national unity and stability, deliberately supported Obasanjo’s presidency, despite his regional background. The North’s decision to cede power to Obasanjo can be seen as a sacrifice made to maintain national unity. By supporting a president from the South-West, the region demonstrated its commitment to a united Nigeria, where power is not concentrated solely in one region. This act of political maturity showcased the North’s willingness to prioritise the country’s interests over its own.
Another example of the North’s political competitiveness and sacrifice for national unity can be seen in the engineered shift of power to ensure the southern presidency of Bola Tinubu. Tinubu, a prominent politician from the Southwest, had aspirations for the presidency. However, the North recognized the need for a united Nigeria and the importance of accommodating the aspirations of other regions. To achieve this, the North strategically mobilised its votes to support Tinubu’s presidential bid. This deliberate shift of power from the North to the South was a testament to the region’s commitment to national unity. By enabling a Southern president, the North demonstrated its willingness to make sacrifices for the greater good of the country. These instances showcase the region’s political maturity and its ability to prioritize the country’s interests over its own. But to think of using undemocratic tactic to exclude the North from the presidential contest in 2027 or any other time, could lead to feelings of marginalisation and discontent among its populace. The region has historically been a stronghold of political power, and denying it the opportunity to present candidates may be perceived as a deliberate attempt to sideline the North. Such marginalisation could fuel regional tensions and exacerbate existing socio-political divisions, potentially leading to unrest and instability. Nigeria’s political system relies on a delicate balance between the North and other regions. The exclusion of the North from the presidential race in 2027 could disrupt the country’s power-sharing arrangements and political equilibrium. This delicate interplay of interests has been crucial in maintaining democratic stability. Upsetting this balance may undermine the country’s democratic progress and lead to a loss of trust in the political system. Attempts at North’s exclusion from any presidential contest could therefore have far-reaching consequences for Nigeria’s national unity and stability. The region’s dominant numerical superiority has been a unifying factor, ensuring that no single region dominates the political landscape. By denying the North the opportunity to seek the presidency, the delicate balance that has been maintained could be disrupted, potentially leading to a loss of trust in the political process and a rise in regional tensions.
What is your assessment of President Bola Tinubu’s performance so far?
President Bola Tinubu’s performance as president has been a mixed bag of achievements and challenges. While his economic policies, infrastructure development, and anti-corruption efforts are commendable, there are areas that require further attention, such as security, social inequality, and democratic governance. One of his major shortcomings is his handling of security issues. Nigeria has faced significant security threats, including insurgency, terrorism, and communal conflicts. While President Tinubu has made efforts to address these challenges, there is a need for a more comprehensive and effective approach to ensure the safety and well-being of all Nigerians. Another area of concern is the issue of social inequality. Despite economic growth, income disparities remain prevalent, with a significant portion of the population living in poverty. President Tinubu’s administration must prioritise inclusive policies that address the root causes of inequality, such as access to quality education, healthcare, and employment opportunities. Moreover, President Tinubu’s leadership style has also been criticized for its perceived autocratic tendencies. Critics argue that his concentration of power in his South-West region and limited tolerance for dissent undermine democratic principles. To ensure a thriving democracy, President Tinubu should foster an environment that encourages open dialogue, respects human rights, and promotes the rule of law.
Some Nigerians saw the appointment into government of the immediate past NEF spokesperson, Hakeem Baba Ahmed as a deliberate attempt to cause disarray in the NEF because he was an outstanding and a vocal critic of government on behalf of the forum. What is your take on this?
Of course, the appointment of Hakeem Baba Ahmed to serve in the present government has sparked various perspectives and insinuations. One of the funny perspectives suggests that his appointment is a deliberate attempt to cause disarray within the NEF. However, such a suggestion is far from the truth. The NEF is a formidable association of mature statesmen that cannot be easily cracked by the removal of just one member. Furthermore, Hakeem Baba Ahmed’s decision to accept the government appointment was made independently, without any malice against the NEF. The NEF is a highly respected association comprising experienced and influential individuals who have played significant roles in shaping Nigeria’s political landscape. It is a platform where diverse opinions are shared, and decisions are made collectively. The NEF’s strength lies in its ability to withstand challenges and adapt to changing circumstances. Therefore, the suggestion that the appointment of Hakeem Baba Ahmed is an attempt to cause disarray within the NEF is flawed. The NEF’s resilience is evident in its ability to function effectively, even when one of its members is absent. No individual is considered indispensable within the NEF, as decisions are made collectively and not dependent on the presence or absence of any particular member. The forum’s ability to stride over the departure of Dr. Baba Ahmed and continue its operations demonstrates its strength and unity. This further discredits the notion that his appointment was intended to disrupt the NEF. It is important also to recognise that Hakeem Baba Ahmed is a competent individual capable of making decisions for himself. His acceptance of the government appointment was a personal choice made in pursuit of serving his country. There is no evidence to suggest that his decision was driven by any malice or intention to cause disarray within the NEF. It is unfair to assume that his appointment was part of a deliberate plan to disrupt the NEF’s operations.
In the midst of socio-economic hardship in the country, members of the National Assembly are enjoying brand new SUVs running into billions of naira. What is your reaction to this?
The acquisition of new brand SUVs by National Assembly members amidst socio-economic hardship is ethically indefensible. It contradicts the principles of ethical governance, undermines public trust, perpetuates inequality, and misallocates resources. Ethical governance requires public officials to act in the best interest of the people they serve. It demands transparency, accountability, and responsible use of public resources. The acquisition of luxury vehicles by National Assembly members, while the majority of citizens struggle to make ends meet, raises serious ethical concerns. It undermines public trust and erodes the legitimacy of the government. Distributive justice, a fundamental principle of ethical governance, emphasises the fair distribution of resources and opportunities within the society. It requires that those in positions of power prioritise the needs of the most vulnerable and marginalised. The extravagant spending on luxury vehicles by National Assembly members contradicts this principle, as it perpetuates inequality and exacerbates the socio-economic divide. The billions of naira spent on new brand SUVs could have been allocated to more pressing socio-economic needs, such as healthcare, education, or infrastructure development. This misallocation of resources reflects a lack of prioritization and a disregard for the well-being of the citizens. It is morally unacceptable to prioritize personal comfort and luxury over the collective welfare of the nation. The lavish spending by National Assembly members not only undermines public trust but also exacerbates social divisions. It creates a sense of injustice and resentment among citizens who are struggling to survive. Such actions can lead to social unrest and a breakdown of social cohesion, hindering the progress of the nation.
Let’s look at the Tudun Biri incident. Many people believed that reactions from different quarters over the error bombings of the community almost caused ethno-religious crisis. Do you believe so?
The bombings that occurred in Tudun Biri actually sparked widespread reactions from various quarters and undoubtedly created tensions. However, the reactions did not significantly point to the potential of an ethno-religious crisis. Political, media, and community responses varied, with some exacerbating tensions and others actively working towards peace and unity. To understand the potential for an ethno-religious crisis, it is crucial to examine the context in which the bombings took place. Tudun Biri, a diverse community comprising individuals from various ethnic and religious backgrounds, had previously experienced relative peace and harmony. However, the bombings disrupted this tranquillity, leading to fear, anger and suspicion among the residents. Political leaders and parties often played a significant role in shaping public opinion in the aftermath of the error bombings. Some politicians exploited the situation for personal gain, exacerbating existing tensions. However, it is important to note that not all political actors engaged in such behaviour. Some leaders actively worked towards promoting peace and unity, emphasizing the need for collective responsibility and inter-ethnic dialogue. The media’s role in shaping public perception cannot be underestimated. While some media outlets sensationalized the error bombings, focusing on the ethnic and religious dimensions, others adopted a more responsible approach, emphasizing the need for unity and understanding. It is crucial to recognize that media reactions were not uniform, and some outlets actively worked towards diffusing tensions rather than exacerbating them. The immediate response from the affected community was understandably one of shock, anger and fear. However, it is essential to note that the majority of individuals did not resort to violence or retaliation. Instead, community leaders and members from different ethnic and religious backgrounds came together to condemn the attacks and promote peaceful coexistence. These grassroots efforts played a crucial role in preventing the situation from escalating into a full-blown ethno-religious crisis. The role of influential leaders, both religious and secular, cannot be overstated. Their calls for peace, unity, and tolerance resonated with the public and helped counteract divisive narratives. These leaders actively worked towards diffusing tensions and promoting a sense of shared responsibility among all citizens.
What is your reaction to claims that Tudun Biri is vulnerable to bandits’ attacks, and that bandits had on that day used the community as shield in their preparation to launch an attack on unsuspecting communities in the state?
The military account following their drone strikes that killed scores of innocent civilians in Tudun Biri, a community located in Kaduna State, says the place has become a hotspot for banditry attacks in recent years. If the military’s claim about the vulnerability of this community is true, it does not only pose a threat to the safety and security of its residents but also serves as a potential launching pad for terrorists to target unsuspecting communities in the state. Tudun Biri’s susceptibility to banditry attacks cannot actually be doubted owing to its geographical location and historical factors. Situated in a remote area with limited access to security forces, the community can become an attractive target for bandits seeking to exploit its vulnerabilities. Additionally, the lack of economic opportunities and social infrastructure in places like Tudun Biri can contribute to the rise of criminal activities, making it an ideal breeding ground for banditry. This highlights the urgent need for enhanced security measures in the community. The terrorists’ choice to exploit Tudun Biri’s vulnerability demonstrates the potential consequences of neglecting the security concerns of such areas. To address the vulnerability of Tudun Biri to banditry attacks, it is crucial to implement enhanced security measures. Firstly, increasing the presence of security forces in the community can act as a deterrent to potential attackers. Regular patrols, checkpoints, and intelligence gathering can help identify and neutralise threats before they materialise. Secondly, investing in the development of Tudun Biri, such as improving infrastructure, education, and healthcare facilities, can address the root causes of banditry by providing economic opportunities and social support systems. By increasing the presence of security forces, investing in community development, and fostering collaboration between stakeholders, Tudun Biri and similar remote communities can be transformed into safer and more resilient communities. Enhancing security measures in such places requires collaboration between the government, security agencies, and the community itself. Establishing community-based security initiatives, such as neighbourhood watch groups, can empower residents to actively participate in safeguarding their community. Additionally, fostering trust and cooperation between the community and security forces is essential to gather intelligence and ensure effective response to potential threats.
What measures should be taken by relevant authorities to avoid this type of incidents in future?
The incident involving military attacks on the civilian population in Tudun Biri is a tragic reminder of the devastating consequences that arise when armed forces fail to uphold their duty to protect innocent lives. To prevent incidents like that from occurring in the future, relevant authorities must take immediate and effective measures. Strict accountability, improved training, and enhanced communication are essential components of a comprehensive approach to preventing military attacks on civilian populations. By implementing these measures, we can strive towards a world where the protection of innocent lives is prioritised, and armed forces fulfil their duty to safeguard civilian populations during conflicts. One of the primary measures that should be taken by relevant authorities is to establish strict accountability for military personnel involved in attacks on civilian populations. This can be achieved through the implementation of robust legal frameworks that clearly define the responsibilities and obligations of armed forces during conflicts. Authorities should ensure that military personnel are aware of the consequences they will face if they engage in any form of violence against civilians. Additionally, independent oversight bodies should be established to investigate allegations of misconduct and human rights violations. These bodies should have the power to hold individuals accountable for their actions, regardless of rank or position. By enforcing strict accountability, the authorities can deter military personnel from engaging in attacks on civilian populations.
Another crucial measure to prevent military attacks on civilian populations is to enhance the training provided to armed forces. Training programmes should emphasise the importance of respecting human rights, international humanitarian law, and the protection of civilians during armed conflicts. Soldiers must be educated on the legal and ethical implications of their actions, ensuring they understand the consequences of attacking civilian populations. Furthermore, training should include modules on conflict de-escalation, negotiation, and communication skills. By equipping soldiers with these skills, they will be better prepared to handle tense situations and avoid resorting to violence against civilians. Regular and comprehensive training programmes should be conducted to reinforce these principles and ensure that armed forces are adequately prepared to protect civilian populations. Effective communication is vital in preventing military attacks on civilian populations. Authorities should establish clear channels of communication between military units and local communities to foster trust and cooperation. This can be achieved through community engagement programmes, where military personnel interact with local leaders, civil society organizations, and community members. By establishing open lines of communication, military units can gather valuable information about potential threats and concerns within the civilian population. This information can help identify and address any grievances or tensions that may lead to violence. Additionally, authorities should encourage the reporting of any misconduct or violations witnessed by civilians, ensuring that their voices are heard and acted upon.
