Lagos State Government has unveiled a comprehensive energy roadmap aimed at achieving universal energy access, improving electricity reliability, and fostering local manufacturing of power infrastructure components.
The initiative was announced by the Commissioner for Energy and Mineral Resources, Engr. Biodun Ogunleye, during the Ministerial Press Briefing held in Alausa, Ikeja, to mark Governor Babajide Sanwo-Olu’s six years in office.
According to Ogunleye, the state is making strategic moves to boost clean energy adoption and improve energy infrastructure across Lagos. A major component of the plan is the clean transport energy initiative, being implemented under the Presidential Compressed Natural Gas (CNG) Initiative of President Bola Tinubu. The initiative is designed to reduce the impact of fuel subsidy removal by promoting the use of CNG as a cheaper and cleaner fuel alternative.
“The Lagos State Government, through the Ibile Oil and Gas Corporation (IOGC), is committed to sustainable mobility and clean energy solutions,” Ogunleye said. “So far, 65 vehicles have been converted to CNG, and conversion of an additional 550 vehicles is expected to be completed by July 2025.”
He noted that 85 technicians have been trained to handle the conversion process, including 17 master trainers who have completed 316 hours of training and certification. By October 2025, 17 CNG stations and 11 CNG delivery trucks will become operational across the state. Additionally, five independent CNG stations are already in place.
In a broader effort to stabilize the state’s power sector, Ogunleye revealed that Lagos is set to fully implement the Lagos Electricity Market structure under the newly enacted Lagos State Electricity Law, 2024. This includes licensing independent electricity distribution companies, supporting embedded generation, and operationalizing the Lagos Independent System Operator (LISO).
“We are taking deliberate steps to transition Lagos into a 24-hour economy through reliable and sustainable energy solutions,” he stated.
The state is also making progress in rural electrification, with eight interconnected mini-grids nearing completion in underserved communities. Plans are underway to replicate these projects in more rural and riverine areas, Ogunleye added.
