A non-governmental organization, Hope Inspired Foundation, has called on the government to actively involve women and youths with disabilities in local governance structures, highlighting the need for inclusive policies at the grassroots level.
This advocacy was brought to the fore during the official launch of the Local Government Disability Framework, held on April 30 at the International Press Centre, Ogba, Lagos.
The event featured key stakeholders, including Donald Okon, a top official of the foundation, who hosted Dr. Adekola Oluwafunmilayo Theresa, representing Mrs. Adenike Oyetunde-Lawal, General Manager of the Lagos State Office for Disability Affairs.
Also present were representatives of the Lagos State Commissioner for Chieftaincy and Local Government Affairs, Hon. Kayode Robert, and the Chairman of Ojodu Local Council Development Area, Hon. Olatunji Kogbodoku, represented by Omiwale Adewale and Olusegun Odunmbaku, respectively.
Emphasizing the urgency of the initiative, Okon urged the government to adopt a comprehensive legal and policy framework that protects and promotes the rights and welfare of persons with disabilities, especially at the local government level.
“In Nigeria, the federal government and about 20 state governments have enacted various disability rights laws. However, these frameworks often lack specific provisions assigning roles to local governments in the inclusion and protection of people with disabilities,” Okon said.
He pointed out that the absence of such a framework at the local level forces up to 95% of persons with disabilities, who reside within local government areas, to endure dire socio-economic conditions, often without access to essential services.
“There are currently no legal provisions mandating disability inclusion in local government operations. We’re appealing for the establishment of disability-focused institutions, accessible infrastructure, data collection on disability demographics, and the provision of education and employment opportunities,” he added.
In response, attending representatives expressed empathy and pledged to escalate the concerns to relevant authorities.
“We’ve heard your voices, and I promise to report this to the necessary quarters. Persons with disabilities are equal citizens, and the current administration is committed to their inclusion,” Dr. Oluwafunmilayo assured.
Odunmbaku echoed this sentiment, saying, “Chairman Kogbodoku is a man of the people who doesn’t discriminate. His interest in your well-being is evident, and there are plans in place to ensure an inclusive future. Stay hopeful.”
